Introductory information • There are 21 sector strategies and 11 cross-cutting strategies (32 in all) • 1st deadline for strategy submitting = 16 October 06 • 21 of 21 sector strategies underway • 10 of 11 cross-cutting strategies underway • General expectation for all of the strategies to be finished = end of year 2007 • The donor consultation process time frame is October 06 – October 07

  6. Proposed steps to undertake The DSDC informs the Line Ministries (SBI) as following: 1. DTS, in collaboration with DSDC, will organize the donor consultation process. 2. Every SBI group will inform back the DSDC to define: in what period they would like to organize the consultation process with donors

  7. DTS informs donors - DTS committee informs donors, through email but also at the Development Counsellor's meeting, about the consultation process and asks them to converge their comments and suggestions at the right time (not randomly,individually or unorganized)

  8. DTS Agencies - DTS discusses the procedure with 4 DTS agencies (WB, EC, OSCE, UNDP) and prepares the plan, roadmap, protocols etc. The 4 DTS agencies (re)confirm the thematic responsibility areas.

  9. DTS contacts SBI   - DTS contacts SBI in every Ministry to discuss the process and the potential donors to be invited into the consultation process.

  10. The list is consolidated • The list of donors to be invited for the sector/cross-cutting strategy is consolidated (after discussing it with DTS agencies, DSDC, donors, SBI in the ministry) • This is, in fact, the list of donors in the newly created/reorganized/resumed SWG

  11. DTS sends the draft to donors • DTS gets an electronic version of the draft strategy for distribution to donors • DTS contacts donors related to the sector and invite/mobilize them to take part in the consultation process, distributing the draft strategy, and allow them up to 4 weeks for comments

  12. Donor meeting • DTS, in collaboration with SBI and DSDC, facilitate the arrangement of a donor meeting in the Ministry - DTS takes part in the donor meeting and makes sure that donors are present there

  13. Donor comments reflected • SBI /strategy secretariat takes the notes from the donor comments and reflects them in the draft - DTS facilitates the distribution of the consolidated draft to the donors, with their comments reflected
