  5. Spill Quantification, cont. • 0930 – OSPS arrived at Yerba Buena Island • 1130 – OSPS en route • 1230 – OSPS boarded Cosco Busan • 1335 – OSPS calculated 58,020-gallon loss • 1600 – OSPS reported loss to SOSC • 1700 – Unified Command advised

  6. Spill Quantification, cont. • OSROs responded to potential worst-case spill • 146-gallon estimate not provided to OSROs • Delay in relaying 58,020-gallon estimate to Unified Command had no bearing
