Recommendations • Find that the proposed action is exempt from the California Environmental Quality Act pursuant to CEQA Guidelines Section 15061(b)(3) (“general rule exemption”) as it will not have a potentially significant environmental effect; and • Approve the City’s Public Housing Annual Plan (2016) and authorize the Interim City Manager to execute any and all documents regarding its submission to HUD.
Rental Assistance Programs • Section 8 • Tenant Based (1,449 vouchers) • Project Based (163 vouchers) • Shelter Plus Care (100 vouchers) • VASH – (32 vouchers) • Non-Elderly Disabled • NED 1 (60 vouchers) • NED 2 (40 vouchers) • HOPWA (15 vouchers)
2016 Waiting List • Began with 26,251 households on the waiting list in Nov 2014 • Currently 23,150 households remain • Extraordinarily high demand for affordable housing • Improved customer service with new online enrollment system • Assistance available in English, Armenian, and Spanish
PHA Annual Plan • What Is the PHA Annual Plan? The PHA Annual Plan is a comprehensive guide to Public Housing Agency (PHA) policies, programs, operations, and strategies for meeting local housing needs and goals. An Annual Planis required to be submitted to HUD every year by PHAs.
2016 Significant Changes • 1) Transfer 40 NED 2 Vouchers to HUD • NED 2 serves clients who are transitioning from a nursing home or healthcare institution to a private apartment • Since 2011, over 400 NED 2 clients have been processed, but the vast majority chose to be housed outside of Pasadena resulting in low lease up rate and uncompensated staff work • City Council on 12/14/15 approved the transfer of NED 2’s to City of Los Angeles Housing Authority • No tenants will be displaced
2016 Significant Changes • 2) Section 8 Project-Based vouchers for 19 permanent supportive housing units in the Mar Vista Union Apartments. • Will serve chronically homeless families • Construction to be completed in July/August of 2016
2016 PHA Annual Plan • 3) Section 8 Project-Based vouchers for 69 units in the Heritage Square Senior Apartments* • Will serve very low income seniors • Construction to be completed in July/August 2016. * Call 626-388-1505, to get on project interest list.
Public Outreach Efforts • 12/14/15 – Executive Committee of the Resident Advisory Board input on early draft plan • 12/31/15 – Notice of availability of draft published for in Pasadena Journal and La Opinion • 12/31/15 – Draft plan posted on dept. website • 12/31/15 – Draft plan available for review at 9 libraries and 4 community centers
Public Outreach Efforts 1/12/16 – Entire Resident Advisory Board invited to review draft (61 attended) 2/9/16 – Northwest Commission presentation 3/7/16 – EdTech Committee
