WHY MAKE THE CHANGES? • THERE ARE DESCREPENCIES, MISSING CONTENT AND OUTDATED WORDING IN THE CURRENT ORDINANCE. • METER ZONES DON’T HAVE METERS. • OUT OF TOWN COMMERCIAL VEHICLES TAKING UP PERMIT SPOTS. • COMMUTERS PARKING ALL DAY IN SPOTS. • NON RESIDENTS PARKING IN PERMIT SPOTS. • MERCHANT COMPLAINTS ABOUT LACK OF PARKING. • APARTMENT TENANTS NEED EXTRA PARKING SPACES. • POLICE UNABLE TO ENFORCE DUE TO CONFUSING LAWS.

PARKING PERMITS • Parking permits will only be issued to Caldwell residents or employees of businesses that are located in Caldwell. • An employee permit will be available for purchase at a rate of $45 per quarter. This is a 50% reduction of current cost. These permits will only be valid in the Smull Ave parking lot. • Commuter permits will be available at the current rate of $90 per quarter. These permits will only be valid in the Smull Ave parking lot. • Parking permits will be lot specific. You can no longer purchase a permit that will allow you to park in every lot. • In addition to free parking spaces, all lots, with the exception of Smull, will only have residential parking permit spots available. • Daytime permits (8am to 6pm) and Nighttime permits (6pm to 8am) will still be available. • All vehicles must fit in a single space with a maximum weight of 10,000 lbs.

PARKING LOTS 3 HOUR PARKING LOT MAXIMUM WITHOUT PERMIT Hanford Lot (Cloverleaf) – 26 permit spots/61 total Reduce number of permit spots during the day to 8 Kaplan Lot (Jack’s) – 40 permit spots/123 total Reduce number of daytime permit spots to 15 Fire House Lot – 45 permit/84 total Reduce number of daytime permits to 25 Caldwell community center upper lot – 98 spots Borough employees allowed to park but must have borough employee parking sticker

  10. PARKING LOTS 3 HOUR PARKING LOT MAXIMUM WITHOUT PERMIT Smull Lot – 89 parking spots This lot will be designated for employee and commuter parking permits. Non permit holders can park here as well Parsons Lot (Caldwell diner) – 34 permit/77 total Reduce number of permit spots to 10. Cooks lot (behind Stephanies restaurant ) – 41 nighttime permit spots/ 41 total Designate 10 resident overnight parking spots Remove nighttime parking permit required for other spots

ON STREET OVERNIGHT PARKING • Designated streets would be portions of: • Elm Road Academy Road Arlington Ave • Westover Ave Parkway East/West Prospect Street • Washburn Place Espy Road • Permits will only be issued for residents that live on the street or for apartment tenants that are adjacent to these streets. • Permit cost for overnight on street parking will be $5 per day or $25/month • or $75 per quarter. • 3 hour parking will be enforced on all of the streets during the rest of the day. • No parking will be allowed when roads are covered with snow. • CALLING IN FOR OVERNIGHT PARKING TO POLICE DEPARTMENT WILL NO LONGER BE ALLOWED UNLESS THERE IS AN EMERGENCY SITUATION.

  12. PARKING METERS UPDATEMeter fee $.50 per hour - no minimum, nickels, dimes, quarters accepted

TIMELINES • PARKING METERS WILL BE INSTALLED DURING THE NEXT 60 DAYS. • ALL SIGNAGE WILL BE INSTALLED AND UPDATED DURING THE NEXT 60 DAYS. • ALL STRIPING WILL BE FINISHED IN THE NEXT 90 DAYS. • NEW METER FEES WILL BE IN EFFECT APRIL 1. • NEW PERMITS WILL BE AVAILABLE FOR PURCHASE IN JUNE. • NEW PARKING ORDINANCE WILL GO INTO EFFECT JULY 1.
