  2. INB: zoning.. • Due in May 2006…. • ED (Etudes déchets): waste studies, zoning. • Work has started couple of months ago. Good progress. • To help: CERN note SC-2005-085-RP-TN (based on DGSNR document) – Specific to experiments. • The aim is to apply the same level of safety to all CERN installations, independent of the classification as INB or not. • As first attempt reduce the “zones with nuclear waste” as much as possible. • The declassification of areas is a very complex/impossible procedure • Internal revision after the first years of operation. The zoning will be confirmed by measurements. • Confirmation of the waste zoning can/shall be done after reaching full luminosity (2009/2010) by performing measurements. P.Fassnacht - LEAF

  3. INB: zoning…. “Reference zoning”: • Define limits of ZDC, “Zone Déchets conventionnels” from ZDN, “Zone Déchets nucléaires” • No quantitative definition. French legislation says « no activation, no contamination in normal operation! » for ZDC. • CERN proposes to set the limit at 1/10th of the radionuclide exemption limit (LE) given by EU directive. For most radionuclide this limit is 1 Bq/g • If many: Sumi(Ai/(LEi/10)) <1 (Ai activation for radionuclide i) (will be proposed to IRSN – will it be accepted as “negligeable”? For LEP it was!) PROPOSAL for waste zoning definition • LHC EXPERIMENTS + CNGS : • 2 year cooling time for all components that are “fixed” (cannot be dismantled during a normal shut-down, but can be reached only after major dismantling) • 100 dcooling for all “removable” components (in general more restrictive than the “cut” on half-lives <60 d – used for LEP) In addition : those components only partially included in the perimeter of the “nuclear zone” may be considered asconventionalif BOTH the following conditions are satisfied: 1) Only30% in volumeis inside the radioactive perimeter 2) The sum of induced radioactivity in this area doesnot exceed 3 timesthe reference 1/10 LE limit P.Fassnacht - LEAF

Calculation parameters for LHC experiments • CALCULATIONS are performed with MONTE-CARLO codes (FLUKA, Geant) • ATLAS • 10 y, 120 days per year, luminosity of 1034 cm-2 s-1 • 2 years and 100 days cooling; • CMS • 1 CMS year at 0.05 x 1034 • 1 CMS year at 0.167 x 1034 • 1 CMS year at 0.333 x 1034 • 10 CMS years at 0.5 x 1034 • 2 years and 100 days cooling; • CMS year is 60 d ON, 10 d OFF, 60 d ON, 10 d OFF, 60 d ON, 165 d OFF. • ALICE • Several periods of physic runs with different types of interacting particles (Ar, p, etc.) • 10 y interaction at a luminosity of 3 1030 • LHC-b • 1st year: 84 d, luminosity1032, and 50% efficiency • 2nd to 5th year: 107 s, luminosity 2x1032, and 50% efficiency • 5th to 10th year: 107 s, luminosity 5x1032, and 50% efficiency P.Fassnacht - LEAF

  7. Calculation: results LHCb • Data expected in time. ALICE • So far only partial information, waiting for the drawing and table following our new request CMS • Data available. Full information not yet sent to Luisa. Editing work has started (Luisa + ATR). Will circulate to 4 TCs before sending out. P.Fassnacht - LEAF

  8. Proposal for the management of equipment, materials and waste at the INBBrainstorming • Buffer zones • Buffer Zones will be necessary at all exit point of the underground experiments. Radiological controls will be performed in these Buffer zones. • In the buffer zone all material coming from the experimental areas (Nuclear or Conventional zone) are measured. Samples of materials from service caverns will be measured to prove that the risk of activation is negligible. • The dimension of the Buffer Zone will be decided by the department/experience (?) that is responsible for the installation with input from RP P.Fassnacht - LEAF

Labeling • All underground components shall be identified with a barcode • A database shall assure • the connection of all barcodes with the corresponding definition in the zoning • the logging of the radiological measurements. This traceability shall include the filiations of barcodes in case of dismantling of a component. The database shall assure the traceability of “ecarts” • At the moment of the radiological control in the buffer zone, all component will receive a sticker or a label: • White label if the component is zoned as conventional and confirmed conventional (this label has to be removed if the material is re-installed in a beam area) • Yellow sticker (with trefoil) in one of the following cases: radioactive according to the zoning and confirmed as radioactive, conventional according to zoning and confirmed as radioactive. • A special label if the material is radioactive according to zoning and confirmed as conventional P.Fassnacht - LEAF

  10. Radiological control • Measurement of dose-rate carried out with sensitive hand-held radiation detectors in the buffer zone. By RP? By us? • Gamma spectrometry will be required if material/waste shall leave the Organisation for shipping (to an outside institute or firm) or for final elimination. Centrally by RP. • Gate monitors (portiques) are strongly recommended by RP at all underground exits. • Use of the site Gate monitor (portique) for material/waste leaving the Organisation. • Decision limit: according to CERN current rule (0.1 mSv/h at 10 cm). • Material for repair • Recommendation to keep as much as possible the repair at CERN (free circulation of material within CERN) • If the material is radioactive: choose a company that has the required national authorization to store/handle radioactive items • If the material shall be sent and it is conventional: gamma spectrometry check and agreement with international limits for transport P.Fassnacht - LEAF

Other issues • The LHC experiments will have to train (external) staff on waste issues and on the respect of procedures for zoning (RP can assist if needed) • The ISR tunnel will be declared as the waste temporary storage for radioactive waste coming from INB (LHC machine + LHC exp.+ CNGS): collaboration is needed for freeing space (CMS?).   12. INB: Conclusions • Paper work: almost all done. Waiting now comments from French authorities. • More difficult is to get structured: Organize a team of safety engineers and technicians to follow-up on INB issues. Resources needed. Need to have our own plan (PH), then we bring it to NIMM. NIMM will then fwd to DG. • Some of the open questions: • Need for (a) qualified workshops that will fulfill radiation protection requirements. • Need for gate monitors at the various sites where to screen equipment leaving INB areas. Resources? • Work procedures to be elaborated/verified in collaboration with RP. • Political one: get accepted by CERN management that waste produced by the experiments is property of CERN…, ie cost for waste management is on CERN, not on the experiments. Not yet a formal decision by DG. Couple of tenth MCHF! P.Fassnacht - LEAF
