NBA-Fund is released to States /Districts by MDWS officials MPR [Physical & Financial]-Reported by Districts (In Number Figures) Beneficiary Details will be enter by anyone of [State/District/Block/GP] District Level Physical & Financial MPR will be generated from beneficiary details entered in MIS MPR [Physical & Financial]-Approved by State After State Approval Latest MPR figure Will add-on & appear in all the report MPR [Physical & Financial]-will be approved by Districts [10th of the month] MPR [Physical & Financial]-will be confirm approved by States [15th of the month]

State/District/Block/GP level user can enter • Panchayat Level Progress against Baseline Survey 2012 data by entering Beneficiary details like- • BPL • APL • School • Sanitary Complex • Aganwadi • Financial Expenditure can be reported Only if NBA-Fund is allocated to that GP. NBA-MIS Process Flow Online Progress Monitoring • Fund Allocation & Release to State by Central • Fund Allocation & Release to District and State HQ by State. • Fund Release to GP at various level by District. • District HQ (Software Activities like HRD,IEC etc.) • District HQ (Hardware) • District Panchayat / CEO • Block Panchayat / BDO • Gram Panchayat • Other Agencies/ NGO NBA-Fund Allocation & Release Panchayat Level Progress Reported [Physical & Financial] by anyone [State/District/Block/GP] District can fill & approve the District level achievement of Physical & Financial progress of component like RSM,PC,SLWM,IEC. • District Level MPR approval date is 10thof the Month. • State Level MPR approval date is 15th of the Month. • State can extend District Level MPR approval date from 11th to 15th . • Unapproved figures will be carried forward to next month MPR. • There is no provision to extend the State Level MPR Approval date. District Level Achievement of RSM,PC,SLWM,IEC Component District & State Level Approval After State Approval Latest MPR figure Will add-on & appear in all the report

Why Changes required in MIS ? • In order to improve transparency, accuracy and the timeliness of reported figures , certain changes have been made in the NBA-MIS online monitoring system. • Assign responsibilities to Officers at Various Levels (Block , District, State) to ensure that Physical and Financial MPR are correctly reported in NBA-MIS. • There is a data gap between District & GP Level MPR reported in NBA-MIS by State/District officials .

(A) Release of funds • NBA-Funds now allocated by MDWS to SWSM. • State wise release will be entered online by NBA Division MDWS. • State will allocate funds to districts online . • State will release funds to districts online. • District will release funds to GPs under different category , which are listed below:- • District HQ (Software Activities like HRD, IEC etc.) • District HQ (Hardware) • District Panchayat / CEO (Hardware) • Block Panchayat / BDO (Hardware) • Gram Panchayat (Hardware) • Other Agencies/ NGO (Hardware)

  14. (C) MPR Reporting-Physical • Form April-2014 Onwards, District Level Physical & Financial MPR will not be taken in number figures online. It will be generated from beneficiary details entered in MIS. • Baseline Survey-2012 data is considered as Physical Objective/Target for all the components like IHHL BPL, IHHL APL, Schools, Sanitary Complex, Aganwadies. • Progress will be entered by [State/District/Block/GP level users] in MIS by entering beneficiary details of below components • BPL Beneficiary details • APL Beneficiary details • School details • Anganwadi details • Sanitary Complex details

  15. (D) MPR-Reporting-Financial • Financial Expenditure can be reported only if GP has some available fund. It means District release fund to the GPs. • Financial Expenditure enter online for all the components • BPL Beneficiary details [Centre , State, Beneficiary, MGNREGA,IAY, Other] Share • APL Beneficiary details [Centre , State, Beneficiary, MGNREGA, Other] Share • School details [Total Toilet Constructed cost, Centre ,State,Other] Share • Anganwadi details [Total Toilet Constructed cost, Centre , State, Other] Share • Sanitary Complex details [Total Toilet Constructed cost, Centre , State, Community] Share

(F) District & State Level MPR Approval [Physical & Financial] • District Level MPR Approval date is up to 10th of the Month. • After District Level MPR Approval, no more updations /deletion of records is permitted at GP-Level Progress. • State can approved only those MPR figure which are approved by District officials. • State Level MPR Approval date is up to 15th of the Month. • State can extend District Level MPR Approval Date between 11th to 15th . • Unapproved figures will be carried forward to next month MPR. • There is no provision to extend the State Level MPR Approval date. • After State Approval, MPR Reported figure add-on to the District MPR Latest figure and the progress will be shown in all the existing reports.

Salient features of NBA-MIS • The NBA Online system provides all necessary information to GoI for approval of projects, release of funds in ongoing projects as well as monitoring of the existing projects. • All information is available in public domain, thereby inducting a high level of transparency and has truly empowered the end user with information at fingertips Summary Reports. • Report Card :- STATE/DISTRICT/BLOCK/PANAHCHAYAT Level Accepting application for claiming the NGP award on the basis of progress shown in NBA-MIS. • Centralized database is secure and easy to backup. • Updates can be made quickly and easily. • Information is accessible to a wide audience anywhere in the world. • Up to date status of Sanitation coverage. • Alerts through SMS and information send to users through emails for the purpose of better monitoring • Availability 24x7
