END-OF-LIFE VEHICLE Vehicle whichis waste acording to Directive 75/442/ECC In any case, vehicles are considered as waste from the moment they are transfered to ATF, which fills in CD, to be treated VEHICLE Any defined in Annex IIA of Directive 70/156/EEC Category M1 <= 8 seats + the driver's seat (carriage of passengers) Category N1max. mass < 3,5 ton (carriage of goods) and 3 wheel motor vehicles as def. in Directive 92/61/EEC but excluding motor tricycles

COLLECTION Economic operators set up systems for collection of all ELVs Adequate availability of collection facilities and ensure that all ELVs are transferred to authorised installations Producers assume costs of the implementation Delivery of the vehicle to an ATF without any cost for the last holder and/or owner as a result of the vehicle's having no or a negative market value not fully free of charge if does not contain the essential components

ATF < 30 days ELV Vehicle DEPOLLUTE Certificate of Destruction CERTIFICATE OF DESTRUCTION Accredits the end of life and its consideration as hazardous waste Minimum requirements set out in Commission Decision 2002/151/EC shall be issued to holder and/or owner when an ELV is transferred to ATF Its presentation is a condition for de-registration of vehicle

Spanish Vehicles Treatment Installations Association Spanish Vehicles Importers Association Spanish Vehicles Manufacturers Association Spanish Recovery Federation ECONOMIC OPERATORS shall ensure the system for the collection with provisions set out: • Directly • Agreement competent authorities - economic sectors In Spain producers have guaranteed these provisions directlyby means of SIGRAUTO

  11. COMUNITAT VALENCIANA • Collection of all (more than 97%) ELVs and transferred to ATFs • Suitable treatment of ELVs • Improvement of professionalism of sector • Erradication of non-authorised facilities

Authorized Treatment Facilities (ATF) Hazardous waste managment permits (16 01 04* end-of-life vehicles) Reception, temporarily storage, depolluting and stripping of ELVs Authorized Shredder Facilities Non hazardous waste managment permits (16 01 06 end-of-life vehicles, containing neither liquids nor other hazardous components) Shredder depolluted ELVs PERMITS D.G. For Climate Change is the one to entitle to authorize ELVs management activities
