ICODES It's a non-governmental Organization of Development, legally established under the protection of the Spanish legislation Established by experts linked to the Public Administration who achieve actions of training and exchange of experiences, particularly in the areas of Urbanization and Public Services, with special emphasis in Public Transportation, Municipal Finances and Revenue Enhancement, and Local and Rural Development, amongst other aspects both nationally and internationally.

  3. ICODES is registered in the Non-governmental Organizations for Development Registry of the Spanish Agency for International Cooperation (AECI), that belongs to the Ministry of Foreign Affairs. It is also registered in the Justice and Public Administration Associations Registry, also being a member of the International Network of Ibero-American Union of Municipal Leaders.

  4. ICODES fulfils its functions through two fundamental actions: Training public employees, in order to properly communicate the knowledge of very prestigious and well-known experts through international courses. Humanitarian assistance, in countries that may need it, given the circumstances.

All these activities are mainly developed in order to Strengthening municipalities Given that ICODES is, above all, a NGO aimed to train public employees in the municipalism field and, in order to achieve that, it is fed by Spanish and Latin American experts who altruistically carry out teaching tasks within their sphere of action.

In order to fulfil these goals, ICODES has carried out several conventions with prestigious and well-known Institutions: Junta de Andalucía (Autonomous Government of Andalusia) AENA: Spanish Airports and Air Navigation • Seville, Malaga, Huelva, Tanger (Morocco) and many other City Councils • AECI: Spanish Agency for International Cooperation Funding Organizations: UNICAJA

INTEC: Santo Domingo’s Technological Institute and Pontifical Catholic University Mother and Teacher in Santiago de los Caballeros, Dominican Republic FUNDEMUCA (Development and Municipal and Institutional Reinforcement in Central America and the. Caribbean): Foundation Demuca UIM:Ibero-American .Union of Municipal .Leaders • IZEPES: Institute for Political, Economic and Social Studies in Venezuela ...and many other organizations and international universities...

Main Activities To promote and develope actions of cooperation and exchange of experiences through: Training for the development of the staff at the service of local, regional and state governments. • Promoting the cooperation and exchange of experiencies within its sphere of action, making special mention of the sustainable development and the environment preservation. • Assisting to the development of institutions and organizations. Training solicitors and counselors for development projects. • Supporting cultural creation and spreading. • Any other act of cooperation that contibutes to reach NGO’s general goals.

  9. Main Activities Technical Assistance to development through: • Technical assistance for those in charge of development projects, paying special atention to the main areas of urban management: transportation, commercial areas and traditional commerce, residues, environment and climatic effect, tax management, budget and economic financial management, norms for the modernization of local governments, support for the decentralization as well as many others. • Technical assistance for the achievement of Regional and Local Strategic Planning. Any other type of technical assistance that contributes to fulfil the NGO´s goal.

  10. Main Activities To promote and strenghten the creation of SME (small and medium-sized enterprise) through: • Technologies transfers. • Other specific actions.

Main Activities • To promote and develop learning actions through: • Training and refresher training of the human resources, paying special atention to the youth, women and collectives that face special difficulties incorporating into the labor force. • Exchange of knowledge and experiencies. • Any other learning action that contributes to achieve the NGO’s main goals.

Programs of Humanitarian Assistance • 2006 and 2007 Morocco: • Handing over thousands of clothes for kids, as well as • school goods and wheelchairs for orphanages. • Places: Least favoured villages from the Atlas region. • 2007 Dominican Republic: • Handing over help for those villages that suffered from • the effects of the tropical storm Noel.

In short, ICODES is an organization whose main goals are the defense of the municipalism and decentralization politics as a social element of progress for nations, as well as humanitarian assistance wherever it could needed in those countries where ICODES collaborates.
