Matters for Discussion Accounting Procedure Guidelines Standard procedure for spending, validating and claiming AFNLP funds. the bank account stays at CUHK • Kam-Fai will serve as the bursar/cashier. All claims must be validate properly before sending to him for record keeping and for reimbursement • Hon. Treasurer be in charge of accounting, and perhaps some actual purchases; but not part of the validation process. • All expenses must be pre-approved by the president of the vice president, treasurer could help acquisition locally.
AFNLP Annual Budget Plan: • Yearly spending: estimated at $5,000-$10,000 • Conference budget: (For IJCNLP and for one single conference to be co-sponsored in non-IJNLP years) • AFNLP Best Paper Award: To be given to the best paper on Asian languages (including cross-lingual and multi-lingual studies) annually presented at major international conferences. • AFNLP Service and Achievement Award: bi-annually, to be announced at IJCNLP
Conference budget • Consist exclusively of travel grants for Asian students and (possibly) scholars from lesser economies on need bases. • In other words, AFNLP will select an international conference to co-sponsor on non-IJCNLP years. (For instance, COLING 2010). • Estimate amount: US$2,000-$5,000
AFNLP Best Paper Award • To be given to the best paper on Asian languages (including cross-lingual and multi-lingual studies) annually presented at major international conferences. (Tentatively, these should include all AFNLP CCC conferences (IJCNLP, PACLIC, PACLING...), ACL, COLING, and LREC). • To raise the visibility of AFNLP and to promote excellence in research on Asian languages • (Details of how to nominate and select should be worked out later by CCC). • Estimate amount: US$2,000-$3,000
AFNLP Service and Achievement Award • Bi-annually, to be announced at IJCNLP • To recognize leading scholars in AFNLP communities, the emphasis should be on leadership to establish and develop NLP research communities within the AFNLP areas; as well as personal contribution to advancement of NLP research. • Should be differentiated from the ACL Lifetime Achievement Award, which focus mostly on academic achievement • Designed to both recognize and empower pioneers in various NLP communities in Asia • Estimate amount: US$1,000-2,000 yearly ($2,000-4,000 every two years)
