  5. GENERAL PROVISIONS • The objectives of the registry are to centralize information on existing valuable documents in and outside the country, to support their preservation and to extend their use. • The register is public and access to it is via the website of the State Archives Agency (DAA) on the Internet. • The register shall contain data on the composition and content of the archival documents of legal entities and individuals, the type of their medium, the place of their storage, access to them and their owner. • The entry of the records does not lead to a change of ownership and place of storage. • Document data - carriers of classified information, are not subject to registration

Criteria for particularly valuable and unique documents Documents of significant scientific and cultural value are identified as particularly valuable and unique documents which meet at least one of the following criteria : To represent the only, most characteristic or rare example of human activity or creativity for the period of origin; Be authenticated and have high scientific and / or artistic value; To be connected or to be a testimony of ideas, events, beliefs or prominent personalities that have been crucial to the development of society.

  7. DOCUMENT CHARACTERISTICS Dimensions: 23, 7/16 cm; Cover dimensions: 24.2 / 16.9 cm, cardboard wrapped in light brown leather. There is an original foil with red alphabet numbers. On the forcing sheet is attached another one dated 1961 with the seal of the Preobrazhenie monastery and with the signature of the abbot hieromonk Seraphim. Paper - white, medium thick, rough, with partially preserved watermarks with a baroque frame medallion and another with a hunting horn. The letter is an average correct new church-Slavic semi-establishment, at the end with a short-term additions. The ink is mostly black, red is used for footers, titles, rubrics, personal names, title letters, numbers, etc.. The decoration is made of non-framed geometric-floral interstitials and stylizations with shades of red and black ink, and funnel-like finishes and geometric-knitted finishes also filled with red or black ink. KEEPING THE REGISTER The Archives State Agency develops the registry as a centralized database such as : take security and interoperability measures in accordance with generally accepted international practice standards that ensure data integrity and link to other information objects; provides conditions for permanent access to public data in the register and ensures the protection of personal and other data about natural and legal persons and the protection of the data for the storage of their documents;

KEEPING THE REGISTER It provides unlimited storage of data in the register; ensures the adaptation of the register in case of changes in the normative acts regulating its functioning; maintains the register through officials designated by an order of the President of the State Agency for Fundamental Rights.

CIRCUMSTANCES FOR RECORDING OF STATE AND MUNICIPAL MUSEUMS AND LIBRARIES : According to Art. 20 of the Ordinance - State and municipal museums and libraries record the following circumstances : summary of characteristics / content of documents according to their organization by masses (funds, collections or single documents) - basic types of documents, authors, topics, dates and places of events, techniques of creation, languages (other than Bulgarian); volume in lm (the field is filled in free text and not in drop down menu); chronological range of documents; types of media (other than paper); Guides on the documents; description of a single valuable document from the array.

PURPOSE, OBJECT AND FIELD OF APPLICATION Long-term strategic initiative in the framework of the State Agency "Archives" to expand and facilitate access to archival documents stored at the level of modern requirements. When building up, the digital archive complies with the best practices in the field of digitization of archival documents.

  14. The main objectives of the Digital Archive are : Facilitating access for users of archive information to digital copies of archival documents from the National Archives Fund via the Internet. Extend the circle of users of archive information. Expanding the circle and improving the quality of services provided by the Archives State Agency. Improve the preservation of original archival documents by reducing their use at the expense of high-quality digital replacements Creating new opportunities for extracting information and adding value by indexing, developing search algorithms, and more. Providing opportunities for the Archives State Agency to participate in national and international projects related to online access to archival documents such as: Archives Portal Europe, Europeana, World Digital Library etc.

DIGITAL MASTER OBJECTS Digital objects are produced in two versions : Master images - are produced with high quality and are subject to quality check on a central level before being included in the Digital Archive database. Derivative images - are made, if necessary, by the digital master objects as their substitutes for specific usage and distribution purposes. Individual digital images are created and stored on a scale of 1: 1 (100%) relative to the source (no increase or reduction). Originality - an immediate source is original archival documents. It is not allowed to make digital master objects from document replacements such as photocopies, photocopies, facsimiles, etc.

  17. Scope and structure A digital master object presents one document.   19. Parameters and characteristics of digital master images Spatial resolution - not less than 4000 pixels on its longest side and with a spatial resolution of less than 400 ppi. Household depth - 8 bits per channel (24 bit RGB images). Color mode - RGB (24 bits - 8 bits per channel). It is not allowed to use another color scheme such as CMYK, LAB, etc., gray scale, binotal scanning (black and white). Tonal Dynamic Range - The image histogram should not show significant pixel-free pixel, pixel accumulation at the edges or holes. Sharpness - The image should not look off-focus, obscure, or vague (insufficient sharpness), or be too contrasting to see a brighter "halo" around individual details and areas (over-sharpness) Color rendition - accurately transmit the color of the source, including color changes due to aging or other effects. Color intensification is not allowed to compensate for faded source colors, color balance violations, excessive intensity, or weakening of one color or another compared to the source.
