  1. John A. Lamb TAG President 2018-19 Future Proofing Local Roads Transforming the narrative

  2. Highways at the heart of where things happen Universal service facilitating jobs, trade, play £400 Bn asset Constantly evolving as users change Horses & carts, cars, lorries, trams, dockless bikes We unlock new homes We innovate We are arteries for 97% of the UK network

  3. My crystal ball from ten years ago

  4. Flashback to 2008 What success might (2018 ) look like DfT 2010 DfT 2014 DfT 2016 DfT 2008 Dft 2018 NHT Survey GAIST Grant not borrowing approval Multi Year Settlement 1:1 with Finance Director Full Asset Management Plans Freedom on inspections Easy Customer data Digitized Mapping & forecasting

  5. Headline Facts ALARM 2012- 2017 Backlog for last four year £12Bn ALARM 2018 Current backlog c£9.5Bn Time to re-positon the gap perhaps? DfT Five year plan £5.0Bn Councils Revenue Spend (five years) £2.5Bn Gap of circa £2.0Bn - £2.5Bn How to close the Gap ??? Nationally and locally

  6. Transforming the narrative • Better Understand the backlog • ‘Backlog’ is beyond the identified work programme • Multi Year settlement is essential • Funding settlement to mirror RIS and CP • TotEx – why so many are missing the point • A single version of the truth to transform delivery • Single Pot • Minimise the disparate pots of funding • Future Condition Survey & Asset Information • Baseline the entire network to create ‘no place to hide’

  7. Transforming the narrative Through multiyear settlements, forward planning and a TotEx regime we remove perverse approaches that work against ‘right first time’. For the first time Whitehall and Town Hall would use the new performance data to witness the decline of potholes. Others key priorities depend on well maintained Highways

  8. Some councils are more less equal than others Retaining Walls, Bridges & Structures Flood plains Vs River Valleys A dusting of snow versus avalanches Some built on bedrock others built clay Concrete Roads new towns and urban extensions

  9. Better understand the ‘As Is’ (locally & nationally) Re-describe how £££ Gap is not mission impossible Need to re-think how we target future funding to specific areas in light of future growth … future weather … future challenge Future Proofing Local Roads Transforming the narrative
