Foundation Learning Overview A new curriculum for learners over 14 years old who are at entry or level 1 A holistic curriculum that is personalised and meets the needs of all learners Divided into 3 strands of learning: Vocational Personal and Social Development (PSD) Functional Skills Qualifications are on the Qualification and Credit framework (QCF) Centres negotiate programmes with learners based on initial advice and guidance (IAG), review and intended progression routes

  6. Aneel: learner on a post-16 engagement programme Aneel was bored by school, and his attendance was poor. He left his local comprehensive at 16 with a GCSE in art and design and level 1 functional skills in mathematics and ICT, but he failed his other courses because he didn’t attend the exams. He has a part-time unskilled job in construction and really enjoys it, but knows he needs more qualifications to become a skilled worker.
