  1. World Meteorological Organization (WMO)Observing and Information Systems Department WMO INFORMATION SYSTEMCOMPLIANCE SPECIFICATIONS OF GISC, DCPC, AND NC Presented by Eliot Christian <echristian@wmo.int> to theMeeting of the CBS ICT-ISSCOMMISSION FOR BASIC SYSTEMS, IMPLEMENTATION-COORDINATION TEAM ON INFORMATION SYSTEMS & SERVICES GENEVA, 10 - 12 November 2008

  2. Vision and Goals of WIS According to WMO Congress (2003), WIS will: • Be used for the collection and sharing of information for all WMO and related international programmes; • Provide a structure that allows participating centres to enhance capabilities as their responsibilities grow; • Build on the most successful components of existing WMO information systems in an evolutionary process; • Pay attention to a smooth and coordinated transition; • Build on WMO GTS and the Improved Main Telecommunication Network (IMTN); • Utilise international industry standards for protocols, hardware and software. WIS Compliance Specifications of GISC, DCPC, and NC

  3. Vision and Goals of WIS (2007) WIS is to provide three types of services: • Routine collection and dissemination service:for time-critical and operation-critical data and products based on real-time “push” via dedicated telecommunication • Data Discovery, Access and Retrieval service:based on request/reply “pull” via Internet • Timely delivery service for data and products:based on delayed mode “push” via combination dedicated + public Congress emphasized evolving WIS from two parallel parts: • Part A: continued consolidation and further improvements of GTS for time-critical and operation-critical data • Part B: extension of services through flexible data discovery, access and retrieval services, as well as flexible timely delivery WIS Compliance Specifications of GISC, DCPC, and NC

  4. Authority of WIS Compliance Specifications • Existing centres within WMO Member States may apply for designation as one of the functional centres forming the core infrastructure of WIS: • Global Information System Centres (GISCs) • Data Collection or Production Centres (DCPCs) • National Centres (NCs) • Designation requires a statement of compliance with required WIS functions, compiled by the Inter-Commission Coordination Group on WIS (ICG-WIS) • The approved WIS Compliance Specifications are the authoritative source for interoperable interfaces required of WIS GISCs, DCPCs, and NCs WIS Compliance Specifications of GISC, DCPC, and NC
