  2. Student Eligibility for Transportation Services Board of Education Policy 707.00 governs student eligibility for transportation services. Transportation is provided to eligible students whose residence or child-care is over one-mile walking distance from the school and who: • Reside within the attendance area of the school; • Are attending the school under a current transfer permit issued by the Student Placement Center with approved transportation service; • Have been reassigned to the school from another attendance area by the Student Placement Center; • Have an approved Transportation Day-care permit issued by the Transportation Department. Transportation is also provided to: • Students whose residence is less than one mile from school bus who would encounter an extraordinary hazardous traffic condition while walking to or from school as determined by District hazardous crossing criteria; • Students who are residing in another school district who are attending a SPPS school under an approved open enrollment agreement; • Students experiencing homelessness who are residing at a shelter or temporary location outside of the school’s attendance area. 8/23/2011 2

  5. Student Data The Transportation Department is moving to the VersaTrans computer assisted routing system. This will require changes in the manner in which student data is provided to the Department. • CAMPUS is the system of record for all District student enrollment information. • Fields have been created within CAMPUS on the Transportation tab for child-care and extended school day addresses. School staff will be receiving training on the use of these fields through moodle as part of the training on the new version of CAMPUS. 8/23/2011 8/23/2011 5 5

  6. Student Data • The information in the Transportation Detail” tab is optional for the schools to populate. • The “District Defined Elements” area contains all of the new fields that will provide student information to VersaTrans.

Student Data • CAMPUS Student information must be maintained on a timely basis. • Once VersaTrans is implemented for your school all information on new enrollments, student moves and child-care locations will come to the Transportation Department through a nightly download from CAMPUS to VersaTrans. • Incorrect student data in CAMPUS will result in the use of that incorrect data for routing, resulting in the student not having transportation service until the CAMPUS record is corrected. 8/23/2011 8/23/2011 7 7

Open Enrollment • Transportation service is provided to nonresident students attending a SPPS school under one of the Minnesota Enrollment Options Programs (Open Enrollment). • Students who are attending your school and who move to a location outside of the District boundaries may not continue to attend the school without an approved Open Enrollment agreement. • Open Enrollment agreements are processed by Bonnie Provence who can be contacted at 651-767-3474. • A student residing outside of Saint Paul is not eligible for School District transportation service without an approved Open Enrollment agreement. • Students with an approved Open Enrollment agreement attending a District wide school are provided transportation from the District border if the border is over one mile from school. Students attending a neighborhood school are provided transportation from the attendance area boundary if the boundary is over one mile from school. • It is the responsibility of the parent/guardian to supervise the student when traveling to and from the school bus pickup/drop-off location. 8/23/2011 8/23/2011 8 8

Pre-kindergarten and ECSE Students Transportation for pre-kindergarten and ECSE students will start on Monday, September 12th. • The name and address of the pre-kindergarten student must appear on the noon drivers route copy before the student can be transported. • Schools will receive updated route copies showing the effective date of each revised noon route. • For student safety all noon pre-kindergarten drivers will be instructed not to accept any pre-kindergarten students who are not shown on the route copy. • It is extremely problematic to place pre-kindergarten students on buses who are not listed on the driver’s route and any students erroneously placed on a bus will be returned to school. • It is critical that school staff closely supervise pre-kindergarten students during loading and ensure that each student is placed on the correct take home bus. 8/23/2011 8/23/2011 9 9

Student Name Tags Students in grades pre-kindergarten through 2nd grade and students with limited English language skills must wear a nametag with their name, address, bus number, and telephone number. • Nametags must be visible to the driver. • Blank nametags in an assortment of colors are available from the Transportation Department. • Zipper pulls are available that have an area on the reverse side for emergency information including name, school, route, and phone number. 8/23/2011 8/23/2011 10 10

Transportation for a Medical Condition Transportation cannot be provided for a medical condition without a active IEP with transportation as a related service or a 504 Accommodation Plan if there is no IEP. • Requests for medical transportation for a student without an IEP go to the building 504 coordinator. 8/23/2011 8/23/2011 11 11

Loading of Buses at Afternoon Dismissal • In order to increase efficiency and conserve financial resources the School District has moved to a transportation route structure model in which the majority of the buses perform three route trips in the morning and three route trips in the afternoon, plus two Extended Day Learning Program trips. There is very little time between the route trips. • It is critical that afternoon bus loading occur as efficiently as possible and that buses be loaded and depart each school no later than 7 minutes following dismissal. A route that is delayed in loading at a school may run late on all subsequent route trips. • A bus may not be held for late field trip groups or school functions without the authorization of the Transportation Department 8/23/2011 12

  13. Problems and Concerns • The District strives to provide quality transportation service to eligible students. All problems, issues, or concerns about transportation service must be reported to the Transportation Coordinator who supervises the routes serving your school. This includes: • Buses reported as running late • Buses reported as running early • Reports of allegedly missed stops • Other service related complaints or concerns • All buses on SPPS service are equipped with Geo Positioning Systems (GPS) that documents and archives the path taken by the school bus, the location of the bus at any given time, and all stops made by the school bus. GPS information rapidly resolves many transportation issues such as timeliness and missed stops. 8/23/2011 13

  14. Child-care Transportation • Minnesota Statutes control the locations to which a school district may provide transportation for child-care. A school district may provide transportation to : • A licensed child-care center; • The residence of a relative; • The residence of a person chosen by the student’s parent or guardian; • A school based child-care that is exempt from Minnesota child-care licensing requirements; • An after school program operated by a government agency of the State of Minnesota. • A student must utilize the child-care location every transported school day. • Child-care locations must be within the District boundaries, must be within the attendance or transportation area of the school the child attends, and must be over one mile from the school. • If the student’s residence is less than one mile from school and the child-care location is over one mile and within the attendance or transportation area of the school, the parent must complete an Application for Day-Care Transportation form. • Child-care transportation may not be provided to or from a parent’s work location unless that location houses a licensed child-care that has enrolled the student. • Childcare transportation may not provided to or from a commercial area or building unless the commercial building houses a licensed child-care center that has enrolled the student. • Transportation may be provided to programs operated by the Saint Paul Parks and Recreation Department. Transportation may not be provided to programs leasing space in recreation centers. 8/23/2011 14

  15. Students Experiencing Homelessness • Transportation is provided to students experiencing homelessness back to the school of origin as required by the McKinney-Vento No Child Left Behind Act. Requests for transportation to the school of origin must be submitted to the Transportation Department or to the Title I Homeless Program staff based upon the location of the shelter or temporary address where the student resides. • Address changes for students experiencing homelessness that are processed through the Transportation Coordinator supervising the routes serving your school: • Students attending a city-wide magnet school who are residing at a shelter or temporary address within Saint Paul. • Students attending a neighborhood school who are residing at a temporary shelter or address within the school’s attendance or transportation area. • Address changes for students experiencing homelessness that are processed through the Title I Homeless Program staff: • All students attending a SPPS school who are residing at a shelter or temporary address outside of Saint Paul. • Students attending a neighborhood school who are residing at a shelter or temporary location outside of the school attendance area or transportation area. 8/23/2011 15

Field, Athletic, and Community Education Trips All field and athletic trips for SPPS schools and programs must be ordered through the Field Trip Desk at 651-696-9628. • Order at least two weeks in advance. The shorter the time for the order the more difficult it is to place the trip. • There is a 20% spread between the lowest and highest contract field trip rates. Overflow trips placed with carriers not under contract to SPPS are significantly more than SPPS contract rates. • There are very limited buses available during the prime time hours of 6:00 AM to 9:40 AM and 1:45 PM to 5:00 PM. There is no guarantee of availability during these time periods. • Order for the exact departure times. Field trip buses are tied with routes and other field trips and cannot wait for a late group if tied with a route. • If the trip is not going to run it should be cancelled at least 2 hours in advance of the scheduled pickup time. • A cancelled On Arrival Charge of at least $80.00 applies to any bus cancelled less that one hour before the pickup time. It takes time to contact the assigned contractor and the Transportation Department staff must have sufficient notice to cancel the trip. • In accordance with URAFS regulations the Transportation Department cannot accept field trip orders on an “accounts payable” basis. A valid budget number must be provided with each order. 8/23/2011 16
