How does it work? • Labour Ready have established relationships with some of the UK’s largest building and construction companies, and that list is growing daily. • We have secured a waiting list of positions for men and women who are currently in custody. • We also have relationships with HMP Service across the county who have chosen to work with us and take advantage of what we offer. • Reduce Reoffending and change lives for the better

How does it work cont… • Once a candidate is selected/cleared by the OMU board for ROTL, a time plan it agreed for external training followed by employment. • Transport is provided and paid for by us. • PPE (work clothing and safety gear) is provided by us. • The training period is usually over a 3 month continuous period. • NMW is paid to the employee until release. • Once the candidate is released full time P45 employment is offered. • Updates on progress can be tailored to the individual upon request.

Transforming Rehabilitation Key Facts: • Transforming Rehabilitation is the name given to the government's programme for how offenders are managed in England and Wales 2015. • The reforms have replaced the previous 35 individual Probation Trusts with a single National Probation Service, responsible for the management of high-risk offenders; • 21 Community Rehabilitation Companies (CRCs) responsible for the management of low to medium risk offenders in 21 areas across England and Wales, these are referred to as Contract Package Areas (CPAs).  • The CRCs will also have a new responsibility for supervising short-sentence prisoners (those sentenced to less than 12 months in prison) after release.

Current Prison Population The current prison population stands at 85, 839: Male population, 81, 903 Female population, 3, 936 66,000 people leave prison each and every year • There are over 10 million criminal records held on the Police National Computer. • Around 50% of people who leave prison reoffend within 12 months: 33% of prisoners with a custodial sentence of over 12 months reoffend within a 12 month period after release. 60% for those serving under 12 months reoffend within a 12 month period after release. • Only 26.5% of prisoners enter employment on release

  12. Impact of reducing reoffending…. By reducing reoffending we can ensure that there are fewer victims of crime, that our communities are safer and that less money is spent on repeat offenders passing through the system again and again…. The National Audit Office has estimated the cost of reoffending by recent ex-prisoners as being a colossal £15 billion per year.

  13. Further cost to the tax payer: 28% of Jobseeker’s Allowance claims were made by individuals who had been convicted or cautioned. Ex offenders claiming job seekers allowance is in the region of 78 million per year. This does not include housing benefits and so on…

Impact for the sector • Firms face Brexit skills shortage, forcing up wages in some sectors • 40% of businesses have skills shortages and are being forced to pay higher wages in the battle to recruit staff. • 66,000 people leave custody each year. Social &Corporate Responsibility The construction industry is just one of many industries who are increasingly required to advocate for and support some of the most marginalised groups in our society. • Some organisations may use criminal convictions to discriminate against applicants unfairly. • Organisations are missing out on a large and diverse talent pool, as a result of exaggerated fear or misconceptions.

  16. Improving opportunities: ‘Employment should be open to all, no matter what their background, race, colour, nationality, religion, ethnic or national origins, age, gender, marital status, sexual orientation or disability.’
