  5. Welcome to Nevada • SIPs • Attempting to update core SIP since early 2000’s • In mediation with 9th Circuit/Region IX over minor source permitting provisions • To Do: • Include NSR reform in NNSR provisions • PSD SIP • PM2.5 SIP • Ozone SIP

Welcome to Nevada • Mercury • State Mining Hg Control Program • Implementation continuing – at this point • Improvement in quality of emission inventory • Increase on knowledge/understanding of mercury emissions from mining processes • Fugitive emission study underway • Expect signficant emission reductions on new/modified units • EPA agreement to create Mining Hg MACT jeopardizing State’s program • Nevada filed request to intervene • State Utility Hg Control Program under development

Nevada Issues • Climate Change • Nevada a leader in renewable Energy – primarily geothermal and solar (lead the nation in geo/capita) • Expect 600 MW of Geothermal by 2012 • Many additional geothermal, solar and wind projects proposed. • Nevada leads country in percent of new homes built ton Energy Star standards – 75% in 2008 • Gov’s CCAC finished in 8/08

Nevada Issues • Climate Change (continued) • 2007 Legislative Session • State-wide GHG inventory – finished 12/08 • Historic trends and projections to 2020 • Mandatory reporting – working w/ TCR developing a pilot program • Founding member and reporter in TCR • Not member of WCI but official observer • Significant concern over CC economic impacts in light of significant State budget shortfalls

Nevada Issues • Ozone/Transport • Nevada in attainment for O3 except for Clark County • Designations submitted on-time – included 9-factor analyses for Clark-Nye CBSA • Concern over long-range transport • Lower standard will likely result in significant areas of Nevada as non-attainment with no significant emission sources to control
