During the on-site Quality Assurance Review, team members visited twoschools and interviewed:

  • 5 Board members

  • 6 Administrators

  • 22 Teachers

  • 3 Support staff

  • 13 Parents, community, and business partners

  • 15 Students

  • When reviewing evidence to arrive at its findings, the team:

    • Sought a district perspective;

    • Pursued evidence that could be corroborated through multiple sources;

    • Examined the context and capacity of the district in relation to its vision, mission, and beliefs; and

    • Applied the criteria for accreditation.

The Quality Assurance Review Team commends Norton City Public Schools for:

  • Exemplary leadership provided by the Superintendent.

    Recognizing that this is his first year in the division, plans are underway to develop a comprehensive professional development program, to strengthen the development and effective use of the school improvement planning process, and to expand the effective use of student achievement data for quality instruction .


The Quality Assurance Review Team commends Norton City Public Schools for:

  • Community engagement and support of its schools, faculty, and students.

    The quality of public schools is directly related to parental involvement and community support. Supportive relationships among the Board, City Council, parents, business community, and other invested stakeholders are significant and strong.

  • The Quality Assurance Review Team recommends that Norton City Public Schools :

    • Implement a middle school philosophy, model, and schedule for the upper grade students at Norton Elementary and Middle School.

      The current PK-7 model has served the division well; however, interviews with students, faculty, and parents indicate a desire to establish a separate middle school identity and focus for the sixth and seventh grade students.

  • The Quality Assurance Review Team recommends that Norton City Public Schools :

    • Upgrade and strengthen the School Improvement Planning process at both schools.

      A clear and focused school improvement plan provides both short term and long term goals, is based on student performance data, and clearly delineates areas of responsibility. The district is encouraged to use these plans as “working documents,” and to revisit and revise them frequently.

  • The Quality Assurance Review Team recommends that Norton City Public Schools :

  • Establish a multi-year, multi-faceted Professional Development Plan (PDP) and process.

    This PDP should encompass the district’s commitment to a K-12 curriculum mapping project, the initiation of research-based instructional strategies to better develop higher order thinking skills in all students, and a focused effort to incorporate more effective use of formative assessment data in the classroom.

  • The Quality Assurance Review Team recommends that Norton City Public Schools :

  • Improve the development of professional growth plans for all staff that are directly related to the district’s Professional Development Plan(s) and/or individual School Improvement Plans.

    The district’s Professional Development Plans and School Improvement Plans require support and “buy-in” from all school stakeholders. Individual professional growth plans that are linked to district-wide initiatives support improved student outcomes in the classroom.

  • A written report of the findings will be submitted within 30 business days

  • After receipt of the report, the district is expected to:

    • Review and communicate the findings

    • Address the required actions

    • Monitor school and system accreditation standards and improvement efforts on ongoing basis

    • Submit the Accreditation Progress Report.

  • After the next meeting of the AdvancED Accreditation Commission (January and June) reports will be available for public access

Accreditation Recommendation

  • The Quality Assurance Review Team recommends to the AdvancED Accreditation Commission that the Norton City Public Schools be awarded District Accreditation as a quality school system.

  • Once reviewed and approved by the AdvancED Accreditation Commission, the district and all its schools are granted a 5-year term accreditation.
