  1. Reid-Hillview Airport FAR Part 150 Noise and Land Use Compatibility Study Review of theNoise Compatibility ProgramPresentation to theSanta Clara County Board of Supervisors October 29, 2002

  2. Reid-Hillview Airport FAR Part 150 Noise and Land Use Compatibility Study Presentation Topics: • Required Noise Metrics • The Part 150 Process • Noise Exposure Map • Noise Compatibility Program • FAA Approval Process

  3. Reid-Hillview Airport FAR Part 150 Noise and Land Use Compatibility Study The Decibel Scale

  4. Reid-Hillview Airport FAR Part 150 Noise and Land Use Compatibility Study Required noise metrics: • FAR Part 150 requires the use of the Day-Night Average Sound Level (DNL) • The Community Noise Equivalent Level (CNEL) is the State of California standard for assessing aircraft noise impacts • CNEL is more restrictive than DNL and is approved for use in California Part 150s

  5. Reid-Hillview Airport FAR Part 150 Noise and Land Use Compatibility Study • Community Noise Equivalent Level, CNEL • A way to describe the noise dose for a 24-hour period • Accounts for noise event “noisiness” (SEL) • Accounts for number of noise events • Provides an additional weighting factor for evening (3X) and nighttime (10X) operations • California State and Federal Standard • Correlates well with community annoyance

  6. Reid-Hillview Airport FAR Part 150 Noise and Land Use Compatibility Study • CNEL is used for land compatibility planning • Under FAR Part 150: “Table 1 Land Use Compatibility with Yearly Day-Night Average Sound Levels,” 65 dB CNEL is considered incompatible with the following uses: residences and schools • Hospitals, nursing homes, churches, auditoriums, and concert hall structures in these areas would have to reduce noise by 25 decibels to be compatible • Industrial, commercial, open space, parks, etc. are compatible with 65 dB CNEL and above

  7. Reid-Hillview Airport FAR Part 150 Noise and Land Use Compatibility Study

  8. Reid-Hillview Airport FAR Part 150 Noise and Land Use Compatibility Study • Qualitative descriptions of non-aircraft noise environments: Qualitative CNEL, dBDescription ~ 46 – 51 Quiet Suburban ~ 52 – 57 Suburban ~ 58 – 63 Urban ~ 64 – 69 Noisy Urban ~ 70 – 75 Very Noise Urban ~ 76 – 81 Downtown City Noise

  9. Reid-Hillview Airport FAR Part 150 Noise and Land Use Compatibility Study Determining Noise Exposure with Measurements • Measurements accurately tell us: • The sound levels at a specific site • For a specific time period • Measurements are an historical record • Measurements are not predictive, but can show historical trends

  10. Reid-Hillview Airport FAR Part 150 Noise and Land Use Compatibility Study Determining Noise Exposure with Modeling • Modeling can accurately tell us sound levels: • Over a broad geographic area as well as at specific sites • For a specific time period • Modeling can produce an historical record • Modeling can be predictive by showing expected trends

  11. Reid-Hillview Airport FAR Part 150 Noise and Land Use Compatibility Study FAA Integrated Noise Model (INM) inputs: • Aircraft Fleet Mix • Representative Flight Tracks • Runway and Helipad Use • 85% Runway 31L/R, 15% Runway 13L/R • Number of Annual Operations • 647 Annual average day operations • 83% day, 14% evening, 3% night

  14. Reid-Hillview Airport FAR Part 150 Noise and Land Use Compatibility Study Presentation Topics: • Required Noise Metrics • The FAR Part 150 Process • Noise Exposure Map • Noise Compatibility Program • FAA Approval Process

  15. Reid-Hillview Airport FAR Part 150 Noise and Land Use Compatibility Study The RHV Part 150 consists of two volumes: • The Noise Exposure Map (NEM) • Describes the airport layout and operation, aircraft-related noise exposure, land uses in the airport environs, and the resulting incompatibilities • The NEM was submitted to the FAA for approval on July 12, 2002 • The Noise Compatibility Program (NCP) • List of actions to be undertaken to minimize noise/land use incompatibilities • Five public meetings were held to solicit input

  16. Reid-Hillview Airport FAR Part 150 Noise and Land Use Compatibility Study For the NCP, we reviewed over 50 potential noise abatement and noise mitigation measures: • Suggested by the community, pilots, airport staff, and consulting team • Emphasis on reducing people exposed to 65 dB CNEL • people in areas below 65 dB CNEL benefit as well • Screened against Part 150 requirements

  17. Reid-Hillview Airport FAR Part 150 Noise and Land Use Compatibility Study FAR Part 150 requirements for the NCP: • Reduces existing non-compatible uses and prevents or reduces the establishment of additional non-compatible uses • Does not impose an undue burden on interstate and foreign commerce • Is not unjustly discriminatory • Does not degrade safety or adversely affect the safe and efficient use of airspace

  18. Draft Noise Compatibility Program Development of the NCP FAR Part 150 requirements for the NCP (cont.): • To the extent practicable, meets both local needs and needs of the national air transportation system, considering tradeoffs between economic benefits derived from the airport and the noise impact • Can be implemented in a manner consistent with all the powers and duties of the Administrator of FAA • Provides for revision of the program

  19. Reid-Hillview Airport FAR Part 150 Noise and Land Use Compatibility Study Of the over 50 measures reviewed, 33 were carried forward for submission to FAA: • 13 Noise abatement procedures • 9 Land use measures • 11 Administrative measures

  20. Reid-Hillview Airport FAR Part 150 Noise and Land Use Compatibility Study Noise Abatement Measures: • Set preferential runway use – arrivals on Runway 31L and departures on Runway 31R • Encourage use of minimum power settings on departure • Encourage standard glide scope arrival procedures to minimize power on arrival

  21. Reid-Hillview Airport FAR Part 150 Noise and Land Use Compatibility Study Noise Abatement Measures (cont.): • Revise flight track for aircraft departing Runway 31R • Voluntary limitation on aircraft departures to specified times • (7 am to 10 pm) • Voluntary limitation on aircraft Touch-and-Go operations to specified days and times • Mon. – Fri. (9 am to 7 pm) • Sat. (10 am to 5 pm) • Sun. (12 pm to 5 pm)
