Institutional Arrangements • Strengthening of State, District, Block level, sub-block level PRIs, CBOs and officials - contractual/deputation/re-employment - Qualifications for district and block level officials to include a degree in community mobilization, technology options and project management • Nodal department for implementation of TSC should be RD instead of PHD but technical support of PHD will remain • Additional financial support for cluster and GP level interventions • Village Level Committees (VLC) to be re-organised strengthened

  4. Training & Capacity Building • Identification of nodal training institutions (KRC) at State level • Sanitation Cell in State level Administrative Academy/SIRD • Field/exposure visit • NGP level training centre with recurring support by GOI • Standard module for different stakeholders

  5. IEC • Involvement of SHGs • Regional models of IEC • Emphasis on community ownership • Active Involvement of children • Involvement of religious/social leaders • Standard IEC material in local dialect • Inclusion of sanitation, health, hygiene material in school curriculum • Setting of rural sanitary mart/pan in van model/ mobile vans • Joint IEC strategy at all level consisting of NRHM, SSC, TSC, SSA, ICDS, MGNREGA • Emphasis on element of pride • Involvement of Academia, educational and research institutions.

  6. Convergence • Untied funds of NRHM/SSA/ICDS to be converged with TSC • Convergence on the pattern of Nirmal Vatika Scheme of Madhya Pradesh • Mid-day meal • Watershed development programmes • MGNREGS

  7. Technology Options • Directory/handbook of technology options on toilet designs/repair & maintenance, SLWM, rainwater harvesting, storm water drainage • Availability of handbook/directory in regional languages • Masons’ training module • R&D Unit on sanitation

  8. Sustainability • Provision of repair/maintenance in TSC guidelines • Loans from financial institutions/SGSY-SHG • Regulatory instructions • Revolving Funds(RF) for assistance to APL and weaker sections • Enhancement of Incentive amount

  9. Monitoring & Evaluation • Unique Identity Number to each IHHL/ School/ AWL • Earmarking of funds for monitoring and evaluation • Inspection Roster for officers/employees at each level • Mid-term evaluation
