Background Mandatory reliability standards and other FERC/NERC initiatives have pushed for: • Improved “situational awareness” • Better understanding of impact of “external contingencies” • Availability of more detailed information for wide area monitoring August 2003 Northeast Blackout • U.S.-Canada Power System Outage Task Force Sept. 2011 CA/AZ Outages • FERC/NERC Staff Report on the September 8, 2011 Blackout

The Interregional Security Network (ISN) • The Interregional Security Network (ISN) is commonly referred to by the term NERCnet and has been in operation since 1997 • NERCnet is a communication network used by NERC, Reliability Coordinators (RCs), Transmission Operators (TOPs), Balancing Authorities (BAs) to share real-time operating reliability data (ORD) across the Eastern Interconnection • The ORD is used to provide wide area situational awareness and sharing of ORD is a requirement of the mandatory NERC Reliability Standards • The ORD consists of transmission interface limits, line flows, circuit breaker status , generator output etc. • Likely to include phasor measurement data (PMU) in the near future

  5. Information Policy Changes • The ISO proposes changes to the ISO New England Information Policy so that the policy better reflects the ISO’s obligations to share reliability-related data pursuant to NERC and similar requirements

  7. Transition of NERCnet to EIDSN • NERC has moved to transition management and support of the reliability tools (RCIS, NERCnet, IDC) to the industry • The “Eastern” Reliability Coordinators are establishing the Eastern Interconnection Data Sharing Network (EIDSN) and management entity to pick up NERCnet • NERCnet is scheduled to become the EIDSN in 2014
