  8. 10th Cohesion FundMonitoring Committee CR 1164/94 Compliance with Article 8of the Financing Memorandum Art. 8.3. All conditions under Article 8.3 of the FM related to the second installment of the advance payment are considered fulfilled by the EC Art. 8.4. The provisions of this article are related to the final payment, which is conditional on the presentation by the beneficiary of a final report providingthe existence of 1. Regional Waste Management Plan, 2. waste collection charges in place and 3. confirmation that the old 8 dumpsites are rehabilitated in accordance with the Landfill Directive. The provisions of this article are currently under implementation.
