General Updates / Reminders • Reminder: Market Call Schedule • This week’s call Schedule: • 12/28/2010 – 4:30 PM • 12/29/2010 – 4:30 PM • 12/30/2010 – 9:00 AM • 12/31/2010 – No Call • ERCOT will review the January call schedule on the Market Call scheduled for 1/3/2011 4:30 PM • Missing Interval 23:45 – 24:00 on RTM SPP Display • The Real-Time Settlement Point Price (SPP) Report found under Real-Time Prices Displays at http://www.ercot.com/mktinfo/rtm is missing the last 15-minute interval (23:45-24:00) for each day • ERCOT is working to correct this issue and will start posting the missing interval once the correction is complete • A follow-up Market Notice will be sent, once corrected • The missing interval data is currently available in the Settlement Point Prices at Resource Nodes, Hubs, and Load Zones report found under Real-Time Prices Reports on the same page http://nodal.ercot.com 3

General Updates / Reminders • Use of ONTEST Resource Status over Telemetry: • ERCOT protocol permits the use of telemetered Resource Status code “ONTEST” during periods of start-up and shut-down sequence, Section 6.5.7.8 (1), Dispatch Procedures • ERCOT Operations is observing that some QSEs are ramping units off-line in “ONTEST” status well above the LSL and at relatively high ramp rates. This is creating operational concerns, particularly, at or around 2200 • ERCOT is making the following changes effective immediately: • Generation Resources are expected to be on normal SCED control until reaching no greater than 110% of the units normal LSL before changing status to "ONTEST” • To accomplish this, the QSE should do one of the following: 1. Allow SCED to move the unit down to LSL by normal dispatch; 2. The QSE may telemeter the unit’s HSL = LSL in order for SCED to move the unit to LSL at normal ramp rate; then when at or below 110% of LSL the QSE changes the unit status to “ONTEST” for shut-down sequence, • If the QSE is unable to accommodate option one or two, then the QSE shall contact the ERCOT operator and request to switch unit to "ONTEST” for unit shut-down. The ERCOT operator will make every attempt to accommodate this request if and when system conditions allow • Note that his change is for shut-down sequence only. The associated business practice, “ERCOT and QSE Operations Practices During The Operating Hour”, will be updated to reflect this change http://nodal.ercot.com 4

Real-Time LMP and SPP FAQ • Question: • Why are prices at locations close to one another so different from each other when either: • 1. there are no transmission constraints, or • 2. active transmission constraints should affect the locations similarly? • Answer: • It is likely that you are comparing Resource Node Settlement Point Prices, when you should compare LMPs for this purpose. You should see that the LMPs are very close to each other. RN SPPs are base-point weighted (Protocols 6.6.1.1), so these prices can vary considerably when resources are going online or offline during the Settlement Interval. http://nodal.ercot.com 5

  9. Real-Time LMP and SPP FAQ • Question: • I am comparing LMPs (not SPPs) and there is still a significant difference in price that can’t be explained by constraints. What is the cause? • Answer: • The most likely cause is that one of the prices you are looking at is for a de-energized electrical bus, and is priced in accordance with Protocols 6.6.1(c): • (a) Use average LMP for Electrical Buses within the same station having the same voltage level as the de-energized Electrical Bus, if any exist. • (b) Use average LMP for all Electrical Buses within the same station, if any exist. • (c) Use system lambda. • (a) and (b) should result in a similar price to the surrounding area.
