RegisteredServiceProvider Tasks – Before Application • Discuss project and offerings available with potential applicant • Provide the applicant with a Scope of Services (inc. quote) • A description of the service activities to be delivered (e.g. business review, market review, product assessment, etc.) • Description of the final deliverable - documentary evidence for project completion (e.g. report, business plan, etc) • Total project budget and costs (forms quote) • Payment schedule for each deliverable (inc.case for a split voucher payment) • Project timing and project completion date • Location of activities • Key team members who will deliver the service activities • Intellectual Property arrangements (where relevant).

  6. Note … • Voucher Applicants and Registered Service Providers must be entirely separate entities. If you have previously worked together, the details of the relationship need to be described in the application form and will be considered on a case-by-case basis. • In certain circumstances it is acceptable for there to be an existing relationship between the applicant and Service Provider e.g. if they had a Voucher in the previous round and this project is following on from that. • Consideration may be given on a case-by-case basis to a split Voucher payment (subject to conditions as outlined in the Program Guidelines). This request must be made at the application stage and detailed in the Scope of Services.

  7. Submission of Voucher Applications • The Applicant submits the online application • The application includes a Scope of Services • No other requirements from Registered Service Providers at this time

  8. Process at Approval • A Letter of Offer will be provided to the Applicant (i.e. Recipient). • A list of successful Voucher recipients will be announced by the Minister (and available on the website). • The Registered Service Provider and the Recipient prepare, sign and submit the Service Agreement, which includes: • Information as detailed in the Scope of Services, plus; • any other conditions of engagement, and • Relevant banking details (account name and number, BSB, ABN) – in order to streamline payments • The Voucher document will then be issued to the Recipient and services may commence. • Project must commence within 2 months of Voucher issue and be completed within 12 months of Voucher issue.

Completion of Services • Upon conclusion of the project the Registered Service Provider will submit the following documents: • Redemption of Voucher - the Voucher document signed by both the Recipient and the Registered Service Provider. • Statutory Declaration - on Department’s template • Invoice - including GST if applicable • Final Report – the key deliverable of the project (as detailed in the Scope of Services), or written/visual proof the project has been completed. We have created an optional template if required. • Upon satisfactory receipt of these, payment will be made by the Department to the Registered Service Provider.

  10. Evaluation Reporting • Registered Service Provider and Recipient are required to participate in program evaluation activities which may include interviews and follow-up surveys (for program reporting purposes).

Answers to common questions from previous rounds • For all streams other than Asia Gateway, a recipient is allowed a maximum of two Vouchers across the Program • The project must be for a new piece of work • Applicants need to apply with a Registered Service Provider identified • Please be aware of the ineligible expenditure e.g. Travel, equipment, salaries and training (refer to the Guidelines) • We aim to pay all invoices within one month of receiving the correct documents • We have emailed out a guidance document on branding and reporting for Registered Service Providers. Entrepreneurs with Disability Business Capability, Innovation • Maximum voucher amount is $25,000 • Co-contribution of 20 per cent from applicants • Voucher will equate to 80 per cent of total project cost up to $31,125. • Applicants must have a disability • NO minimum employee numbers • Applicants can be developing an innovative product, process or service • Shortlisted candidates may be interviewed to seek more information about their business • Applicants can receive up to 2 vouchers across the life of the program • Not-for-profit organisations ARE eligible to apply on the proviso they are majority owned and operated by people with disability

Entrepreneurs with Disability • The Entrepreneurs with Disability Voucher Stream’s long-term objectives are to: • grow the number of businesses owned and operated by people with disability in Victoria • enhance the future viability, sustainability and growth of businesses owned and operated by people with disability • raise the profile of the contribution businesses owned by people with disability make to the Victorian economy • contribute to the pipeline of investable Victorian businesses.
