  9. ARRA-IDEA Federal Goals I. Ensure students with disabilities including children aged 3 through 21, have access to a free appropriate public education (FAPE) to meet each child’s unique needs. II. Prepare students with disabilities for post-secondary education, employment and independent living. * *new focus from CSDE on aligning goals and objectives

  10. Hartford ARRA-IDEA Funds2009-2011 Federal/State Allocation: • Ages 3-21 Funds- $7,600,000 • Preschool Funds- $292,000 Grant Period: April 2009 to September 30, 2011 Goals must align with Federal, State, and Local mandates!

Section 611 – District Goal #1 To accelerate the performance of students with disabilities in PreK-12 by educating all students to the highest academic standard through… the procurement and implementation of an electronic IEP that monitors compliance to IDEA and FAPE regulations and aligns with the current/future district wide student information system.

Section 611 – District Goal #1 School District Planned Special Education Activities • Procure an electronic IEP data management system to provide an efficient method to track and monitor compliance of the IEP with regard to required referral and evaluation timelines, IEP accuracy and completeness, and alignment of the IEP document with state and federal regulations; • Provide professional development districtwide for the first year of the contract to school-based and Central Office staff to train users on the implementation of the electronic IEP; • Provide technical assistance to school-based and Central Office staff for the first year of the data management system contract to ensure seamless transition to districtwide use; • Archive existing IEP and report documents by hiring temporary, part-time staff.

  14. Aligning Effort How Can You Prepare for SEAS? 1. Use the electronic form of the February 2009a IEP to write every IEP beginning August 31, 2009. 2. Complete all reports electronically. 3. Send all IEPs and reports by e-mail to your Director or Assistant Director. 4. Save in folder to attach when SEAS is fully implemented by January 1, 2010.

Section 611 – District Goal #2 To accelerate the performance of students with disabilities in PreK-12 by educating all students to the highest academic standard through… building capacity to expand opportunities to students of transition age to participate in appropriate activities designed to increase independence, provide exposure to post-graduate education, and to develop skills for post-graduate employment.

Section 611 – District Goal #2 School District Planned Special Education Activities • Conduct district wide transition needs assessment in 16 secondary schools in order to determine and direct district capacity in light of student interests by contracting an external provider to lead this assessment in school year 2009-10; • Build the capacity of the district to expand the scope of current transition opportunities for high school students with disabilities ages 15-21 by contracting an external provider to develop and implement school- and community-based partnerships and professional development designed to provide exposure and skill development for post-graduate education and employment.

Section 611 – District Goal #3 School District Planned Special Education Activities • Increase oral communication skills for students with significant communication-related disabilities by providing communication devices, such as DynaBoxes, Go-Talks, i-Converse, and Alpha Smarts; • Increase written communication skills for students with written language-related disabilities by providing training programs, such as Handwriting without Tears, computer-based typing programs, mini-computers, and computer activation switches and software;

Section 611 – District Goal #4 School District Planned Special Education Activities • Establish a focused series of quarterly parent workshops to inform and develop skills in the areas of literacy, IDEA and FAPE regulations, autism, LRE, and emotional disabilities by contracting with an external consultant to collaborate on and present training with HPS staff; • Provide continuous training to parents and staff in the areas of transition, emotional disabilities, and autism by contracting with an external consultant to collaborate on and present training with HPS staff.

  21. Section 611 – District Goal #5 To ensure that all students have access to research-based, effective instructional and behavioral practices and interventions through… the implementation of the School-Wide Positive Behavior Support (SWPBS) framework.

Section 611 – District Goal #5 School District Planned Special Education Activities • Provide professional development and training to school teams in the effective implementation of SWPBS ; • Purchase the School-Wide Information System (SWIS) to collect and analyze school discipline data and facilitate data-driven decision making for challenging behaviors at the school level; • Purchase student incentives and instructional supplies to support the effective implementation of SWPBS; • Provide on-going, on-site technical assistance in effective implementation of the SWPBS framework; • Collect and analyze data at the district level to create strategies for dealing with problem behaviors.

  23. Section 611 – District Goal #6 To design a continuum of services at the district level to provide academic and emotional support through… therapeutic interventions to students experiencing academic and severe emotional challenges which are impacting their academic achievement.

Section 611 – District Goal #6 School District Planned Special Education Activities • Hire two (2) staff trained in anger management techniques, social and emotional prevention and intervention strategies, with the capacity to guide students with emotional disabilities to access opportunities for post-secondary education. • Design and implement a school for students with emotional disabilities

Section 619 – District Goal #1 To accelerate the performance of students with disabilities in PreK-12 by educating all students to the highest academic standard through… expanding opportunities to Pre-K students to receive services throughout the school and extended school year in the least restrictive setting.

Section 619 – District Goal #1 School District Planned Special Education Activities • Establish inclusive Pre-Kindergarten classrooms during extended school year programming by providing highly trained special education teachers, general educations teachers, and appropriate adult support for 20 days of instruction; • Expand the current capacity of the district to provide inclusive Pre-Kindergarten classrooms within neighborhood school zones by providing one two-year supervisory position dedicated to develop, implement, and monitor established and additional inclusive Pre-Kindergarten classrooms during the school year and extended year; • Expand the current capacity of the district to provide inclusive Pre-Kindergarten classrooms within neighborhood school zones by providing parent outreach, training, and instructional supplies to parents of Pre-K students with developmental delays.
