  2. Steps to take before implementing ePhyto What do you need to take into account when considering the implementation of ePhyto? As potential user of electronic transfer of phytosanitary certification data, consider this list of steps that should be followed.

  3. 1. Do you understand the objectives of electronic transfer of phytosanitary certification data? What is an electronic certificate? What is electronic certification? What is NOT considered electronic certification What are the benefits to implementing electronic certification?

  4. 2. Consider the impact on your current system • Do a self-assessment • Consider the national legal/regulation system: does anything need to be adjusted or changed? (e.g. signing officer requirements) • Costs vs benefits (adjust expectations) • Long term financial commitment for future IT development and maintenance

What are the IT requirements? • Hardware + software: • PC with internet connection • with access to the World Wide Web, • with a minimum browser requirement of Netscape 4.7 or Internet explorer 4. • The data may be viewed on-screen or downloaded in extensible mark-up language (XML) format for integration into import management systems. • Human resource capacity, access to training, etc.

  6. IT requirements (cont.) • Well-defined user requirements and functional specifications as defined by phytosanitary business in consultation with an IT business analyst • Business specification mapping

  7. 4. Review impact on current phytosanitary programs • Preclearance agreements • Third party agreements • Others

  8. 5. Set up a trial • Determine type of trial • Concept (view system to system) – Web View • Pull (extract data from the website) – SOAP • Push (data pushed to your system) - SMTP

  9. 6. Bilateral agreements • Consider the terms of reference for bilateral agreements • (review ToRs) • Who needs access • Duration of trial • Management outcomes

Implementation of trial Check current activities and organise participants Complete ToR and sign off Complete Logon Application forms Commence trial Complete scheduled trial reports Address any issues and discuss future work Agree future timetable Develop strategies to progress towards paperless trading Consider next steps towards implementation

  11. Considerations • How will you record transactions? • How will you track the transaction history? • How will you store ePhyto messages? • Level of security? (+software to use) • Use business point of view to ensure official phytosanitary assurances are transferred effectively and efficiently (do not go beyond regulations) • Make use of experience of other countries (eg study tours, experiential learning, etc.) – don’t reinvent • Make use of FAQs developed by the ePhyto EWG
