Purpose andGoal Provide training opportunities in targeted Industry Clusters primarily for adult recipients ofTemporary Assistance for Needy Families (TANF)as well as thoseindividuals at-risk of becoming dependent on publicassistance. The goal is to help participants receive occupational skills and industry recognized certifications leading to full-time employment which allows them to become and remain independent of publicassistance.

  3. Eligible Applicants & GrantRecipients • Nonprofit 501(c)(3)Community-Based Organizations • Public community or technicalcolleges • Texas Engineering Extension Service(TEEX) • State ExtensionService • Trade Unions

EligibleParticipants • Adult recipients of Temporary Assistance forNeedy Families (TANF) • Individuals who are at-risk of becoming dependent on public assistance • SNAP household with dependent children • TANF applicants referred to a WIOA • Individuals earning less than $37k/yearly witha • dependent child (custodial ornon-custodial)

  5. Applicants role and responsibilities • Develops curriculum and trainingplan • Collaborates with local WorkforceBoards • Coordinates and deliverstraining • Identifies industries workforce needs • Provides job placement assistance toparticipants

BusinessPartners • Private for profit business, privatenon-profit • hospitals • Provide a letter ofsupport (company’s letterhead) • Identify the number of jobopenings for occupations included in project • Identify type of certifications accepted • Receive support of applicant entering into the grant

  10. Workforce Boards / SolutionsOffices • Determine traineeeligibility • Providereferrals • Assist with pre-screening and recruitment • Leverage resources by providing support to participants andgrantee

  11. Texas WorkforceCommission • Project Developmentconsist of: • Assistingapplicants throughout the development and applicationprocess • Connecting employers with applicants and Workforce Solutionspartners • Providing technical assistance andguidance • Conducting preliminary reviews ofproposals

  13. Grant funding Information • Target cost per trainee$2,100 • Applicant may receive up to$500,000 • Grant term is12-months • 10% allowable for administrative cost related to directtraining

Allowable Costs and SupportServices • Curriculum development, tuition and certification fees, instructorwages • Training materials and consumablesupplies • Support services to assistparticipants • (ex: bus passes, gas cards, work clothing andjob readiness training) • Leveraging other resources provided by project partners
