  2. Wendell H. Ford Aviation Investment and Reform Act for the 21st Century Immediate interim slot exemptions will be granted for any aircraft certificated to seat less than 71 passengers for service between LGA and a small or non-hub airport, provided: • The service is new as a week of November 1, 1999; • The carrier is adding more flights to an existing city pair; or • The carrier replaces existing turboprop service with service by regional jets. • The carrier Carries gaining slot exemptions to provide service to small or non-hub service may not terminate that route before July 1, 2003 unless they are able to provide data demonstrating excessive losses. • Slot exemptions will be granted for new entrants.

AIR-21 LGA Impacts • Demand Increased by 20% between August (~600 flights/day) and October 2000 (~720 flights/day). • Increase in GDP - see the chart • Increase in GDP duration: • 1/1/99 - 12/31/99: average 7 hours 25 min • 1/1/00 - 8/31/00: average 8 hours 20 min • 9/1/00 - 11/30/00: average 11 hours 46 min

  4. History of LGA GDP Cause of GDP Pre AIR-21: Wx Post AIR-21: Demand In Oct 2000, 15 of 28 GDPs are solely issued due to excessive demand.

  7. LGA Arrival Capacity • Landing RWY 22 and departing RWY13 is the best configuration at LGA. • Can normally expect an AAR of about 40. • Need to consider: • wind velocity and direction • weather • runway condition • departure demand

  10. Who are they? • First, everything is legal! • Comparing August and October data: • 3 new airlines to LGA • GA increased 36% • 2 major and 8 sub/regional airlines (267% - 14% or 21 flights to 2 flights) • More to come.
