CE-Marking Keymark • Mandatory within the EEA ; • Minimum legal conformity requirement; • Conformity with the harmonised European specifications + according to attestation of conformity systems ( e.g. the TC88 products 1, 3-ITT and 4-FPC, no audit testing by 3rd party and a limited number of characteristics covered) ; • Certification bodies (system 1/1+), Inspection bodies (2/2+) and testing laboratories (3) approved and notified by the member states of the EC ; • Manufacturers’ responsibility for affixing • Voluntary for CEN-member states according strict rules for all parties; • Product certification mark; • Certified conformity with EN-standards : • Certification of FPC & all product performances ; • Regular surveillance of the FPC ; • Independent 3th party testing of samples (‘ yearly audit testing ’) ; • Certification by SDG5-empowered organisations and registered laboratories ; • Affixing by the manufacturer in accordance with Keymark scheme rules.   8. Background The Keymark scheme for thermal insulating products ensuring continuing conformity through 3rd party testing against all the requirements of the standard an enhancement of the limited requirements of CE-marking.

Background The request of the industry and purchasers is supported by: • CEN-statutes: • “to encourage the identification of products which conform to European standards” • “facilitates the development of procedures for the mutual recognition of conformity test results to standards, as well as for European systems of conformity assessment to standards, to be implemented either by CEN itself or by other parties” • CEN-Certification Board (CCB): • To set up internal rules for certification systems, organized by the CEN National Member Body through its Certification Body recognized by the CEN Certification Board and through Certification Bodies empowered by the CEN Certification Board.

Background The request of the industry and purchasers is supported by: • CEN/TC88 • to request member states to appeal to the CPD-mandate n°103 as it deals with only the fire performance for a higher level of attestation of confirmity system; • to ensure a mutual confidence within the use of the TC88-standards, especially for: • the test methods • the implementation of the D-performance based on 90/90 ( = 90% of the production with a confidence level of 90%) • the product grouping on performance
