  11. ONE SHOT TO MAKE OUR CASE: Franchise Renegotiation.

  12. 5% revenues Public access TV

  13. We need to make demands that reflect our human rights. • RATES. Expansion of programs that bring hundreds of thousands more online. • RESOURCES. Millions of dollars in commitments to our public schools, high speed hookups in poor neighborhoods, etc. • COMPETITION. Competition in our cities. Get out of the way of Philly building its own municipal broadband.

  14. Who decides? • City Office of Innovation and Technology (OIT) does an initial negotiation with Comcast, writes a “draft franchise” • This franchise comes to Council for amendments, side letters, and for a vote, likely moving through the Public Property Committee and or the Technology Committee.

  15. Timeline • Potentially this week, OIT will release the results of a “needs assessment” it conducted (800 phone polls, 400 subscribers/400 non, online survey that thousands filled out) • Will likely trigger at least one public hearing, up to 3 • First one will likely be 3-6 weeks after the release of needs assessment results

  16. Why the franchise? • Movement building – turning anger into lasting local power • A chance to have a referendum on Comcast in its hometown • Create the demand we need to force competition in America’s cities, by exposing Comcast’s disrespect for its low-income and other consumers • Inspire local legislators and regulators to advocate for the communications needs of their constituents

  17. And Comcast wants to look good. REALLY good.
