REPUBLIC OF MACEDONIA www.moi.gov.mk VALUES AND INTERESTS OF THE REPUBLIC OF MACEDONIA Strategic determination of the Republic of Macedonia is the security and the development of secure and defense system in accordance with the needs of the Republic of Macedonia and EU and NATO membership. Important interests of the Republic of Macedonia Participation in safeguarding and promoting peace and stability in the world, Europe and the region; Safeguarding and promotion of international order on the basis of the rules and principles of international law;

REPUBLIC OF MACEDONIA www.moi.gov.mk LESSONS LEARNED AND EXPERIENCES UNPREDEP (1993-1999), first and single successful UN mission for conflict prevention – NATO Republic of Macedonia was a host of the NATO forces, when the territory of the Republic of Macedonia had the logistic role for the operations of the Alliance; During 2001, when the Republic of Macedonia was a host country of the NATO missions – Amber Fox, Essential Harvest and Alliance Harmony. The experiences were built and practiced through the context operations as liaison officers and civil military cooperation as well as planning within extraordinary situations and direct participation within the crisis management center.

REPUBLIC OF MACEDONIA www.moi.gov.mk LESSONS LEARNED AND EXPERIENCES EUFOR Additional value in the preparation of its capacities and capabilities for participation within the civil and military operations for crisis management have also be acquired experiences from the engagement in the First military mission of EU in the Republic of Macedonia-Concordia, as well as the cooperation with advisory police mission PROXIMA. OSCE-PDU The implementation of the project for confidence building, crisis management and dealing with natural disasters.

REPUBLIC OF MACEDONIA www.moi.gov.mk • Progress: • In view of the enhancement of the effectiveness of NATO and EU-led civilian ESDP missions, the Analysis process in MOI is underway,which is reviewing the possibility for contributions with Stabilization and Reconstruction capabilities, to create a pool of capabilities (police officers) for UN, NATO and EU- led operations. • Promotion of peace and contribution to the Euro-Atlantic security and stability by participation in international operations is a key issue led by adoption of new package of Partnership goals in NATO (2008).

REPUBLIC OF MACEDONIA www.moi.gov.mk Progress: Training Training center for Police Officer for peacekeeping missions in SWEDINT, Stockholm, remaining staff will be prepared according the special training depending on the area of responsibility and in accordance with the EU standards for training as well as in accordance with the work post in the mission abroad. Exercise Participation in joint exercises is planned for the future, resulting from the cooperation with the MOD and the Army of the Republic of Macedonia and their experience in this matter.

REPUBLIC OF MACEDONIA www.moi.gov.mk Progress: Through active participation in the: -Partnership for Peace (PfP), -Planning and Review Process (PARP), -Membership Action Plan (MAP), and the European Security and Defence Policy (ESDP). • Preparation of the personnel for the components of the crisis management and PSO is carried out through the wide range of trainings and seminars within the NATO Partnership Working Program and the Individual Partner Program of the Republic of Macedonia.

REPUBLIC OF MACEDONIA www.moi.gov.mk Problem areas: -NATO/EU standard operational procedures in peace support missions; -Individual and collective training; -Training prior to deployment; -Command and control, chain of command; -The logistic support for the individuals /units in accordance with the mission and the related requests, services, accommodation moral and welfare; -Need for twining partner (experienced countries Sweden, Norway) for a long term advices on the issue of police maters abroad, in preparation, logistic and other problem areas.

  9. REPUBLIC OF MACEDONIA www.moi.gov.mk KEY PERSONNEL –PROFILE (individuals or teams). Non-executive law enforcement: а/investigations b/criminal intelligence assistance c/border security d/patrolling e/crime prevention f/ police training -There are no legal obstacles for sending police officers abroad in non combatant missions, (The police officers can be sent to participate in international civil operations and peacekeeping missions on the basis of the Decision of the Government of the Republic of Macedonia, in accordance with the ratified international agreements)-Law on Police.

REPUBLIC OF MACEDONIA www.moi.gov.mk • Police Tasks and Responsibility: • Non-executive law enforcement: • Advising and reporting; • • Reforming and restructuring of local police services; • Training, mentoring, skills transfer and police capacity • enhancement; • • Establishing new national police services; • Cooperation and Key Partnerships. • Areas: • Community Policing, • Electoral Assistance, • Disarmament, Demobilization and Reintegration, • Building New Police Institutions.

REPUBLIC OF MACEDONIA www.moi.gov.mk Future Directions: IMPLEMENTATION of Strategic plan of the Ministry of Interior-refers to the making of current decisions for the realization of future goals, and its development. Assistance is requested for mentoring and advising for creating adequate system for preparation, and deployment personnel abroad to international civil missions and international organisations within the MoI. Regulate the procedure of selecting and seconding persons, training and performance assessment. Twining partner is requested for doing daily activities with authorities in MoI as a possibility to see the real situation with a pool of capabilities (police officers).
