  1. PBD 705 Requirements • Army - Create a Center of Excellence for implementing Voluntary Protection Program (VPP), which will prevent civilian mishaps at DoD installations. • OSHA developed VPP as an accident reduction best practice for private and government industries to improve their safety program performance. The VPP incorporates safety into the fabric of all industrial and installation operations. • Army - lead and support VPP implementation for the Defense Safety Oversight Council. • Army - administer contract assistance provided by funding. • Army - centrally manage the VPP Center of Excellence that will provide technical assistance and expertise to the designated major installations in the Military Departments and the DLA. • Center - provide the installation commanders a gap analysis of unmet VPP requirements, action plans to meet gaps, technical assistance to achieve VPP status, two annual reassessments of progress toward achieving VPP status, and assistance in preparing the VPP application. • Installation Commander/Staff - implement corrective action and communicate with • OSHA for the VPP application. • Costs to abate workplace hazards or make process changes to reduce risks are not covered as a part of this initiative. • METRICS: Civilian Lost Day Injury Rates that are based on time card continuation of pay and leave without pay for injuries.
