  • Law No. 10 , 2003 "Telecommunications Regulation Law" establishes NTRA as a national Authority to administer the telecommunication sector.
  • The general Guidelines for NTRA Scope of work:

  • Elaborate the long and short term telecommunications Master Plan for Egypt in cooperation with the MCIT (Ministry of Communications and Information Technology);
  • Extend the monitoring of frequency spectrum coverage by means of transportable equipments;
  • Establish a new spectrum pricing regime;
  • Establish a series of specialized labs in compliance with the researches plan;
  • Create the complete Egyptian Telecommunications Standards, considering the international recommendations;

  • Ensure that the telecommunications services reach all the areas of the republic, including urban, remote, rural and economic expansion areas;
  • Conduct market surveys and analysis to support management decisions in all related aspects;
  • Develop the curricula, examination systems, monitoring rules and technical progress of study of wireless institutes;
  • Establish a multi layered Geographical Information System (GIS), as a graphical interface for NTRA's databases to serve the different requirements of NTRA (QoS, Spectrum, Licensing, Consumer satisfaction…);
  • Establish Workflow Automation System, electronic Archiving System and Internet/ Intranet and External Portals.
