THE NETHERLANDS AND WATER IN PAKISTAN: when?
  • Large involvement of the Dutch water sector in the 1970 and 1980 decades through development cooperation and commercial activities
  • Irrigation and drainage; salinity and waterlogging
  • Flood protection
  • Institutional development and capacity building
  • At present Dutch organizations have a very limited presence in Pakistan, although Pakistan’s economy is booming

  • Pakistan is a Water Economy: Running Dry
  • Water management is old-fashioned and driven by ad-hoc crisis management
  • Opportunities through development cooperation, but in particular commercially: government and private sector plan huge investments
  • For example: dredger recently delivered by IHC; tender for water treatment plants

  • We have the know-how and experience!
  • Coordinated approach needed for policy making and institutions at different levels; water user associations
  • Repeated crises: floods, droughts, pollution
  • MDG for water & sanitation will not be achieved
  • Environmental Impact Assessment to be included in planning and decision making

  • Less emphasis on large-scale infrastructure
  • Ecosystem management: wetlands, forests, rangelands as water sources; watersheds
  • Introduce modern technology for efficient water use and treatment, including waste water
  • More attention for demand management:

- stop subsidies

- give water a proper price to promote efficient use

  • Public-Private Partnerships with Pakistani Industrial Associations: leather, textile, paper, sugar: to introduce cleaner production processes, efficient use of water and energy, waste treatment
  • Natural Resources Management: wetlands, mangroves, groundwater, biodiversity, Indus River, livelihoods
  • Water Management: technical assistance, policy support, river basin management, small-scale irrigation, water supply

  • Institutional Development to Ministry of Environment: information system, capacity building, Environmental Impact Assessment, Strategic Environmental Assessment

  • From 14 million in 2007 to 18 million in 2010 (Euro)
