European Blood Alliance (EBA) • association of not for profit Blood Establishments • 25 members throughout the European Union and EFTA States • official seat Amsterdam, the Netherlands • Blood Establishmentscanapplyformembershipif • it is the national service of the state concerned or is analliance of blood services thatrepresents the majority of bloodestablishments in the state; • the state in whichitsmainactivities are based is a member of the European Union or European Free Trade Area; • itsactivities are based on the principle of the voluntaryand non-remunerateddonation of blood.

EBA missions and scope (statutes) • Blood and tissue supply • To contribute to the availability,quality, safety and cost-effectiveness of the blood and tissue supply for the citizens of Europe by developing and maintaining an efficient and strong collaborationamongst Europeanblood and tissue services. • Voluntary and non-remunerated donation • To increase public and professional awareness of voluntary and non-remunerated donation of blood and blood components as an indispensable therapeutic means to help patients. • Performance • To assist European blood establishments tocontinuouslyimprove their performance, based on scientific and ethical principles for the benefit of patients.

International Development of TransfusionMedicine • EBA focuses on (improvement in) Europe. • Flying squads to support countries that need to improve efficiency • In several EBA countries you find cooperation programs implemented in countries outside Europe (eg Belgium, Finland, France, Germany, Italy, Netherlands, Spain, UK – the list is not comprehensive). • Development of Training programs The EU co-sponsored projectEuBIS (EU-Blood Inspection System)led by the German Red Cross Hessen and promoted by EBA should be considered a training program which could overcome the boundaries of EU countries. The main outcome from EuBIS was a good practice manual for the inspection of blood establishments in Europe (www.eubis-europe.eu). Currently the manual and training guide have been disseminated to more than 530 institutions from 70 countries, in Europe and worldwide. EUBIS has also developed training material and courses for CAs and BEs in implementing the Directives’ requirements

International Development of TransfusionMedicine • Existing knowledge of training programs developed for the EU environment may be universally useful • Developing programs for improving transfusion chain and medicine is and will remain based on individual countries’ initiative. • Countries individually active could be consulted about sharing knowledge and experience and possible cooperation in future programs, and they would respond individually.

Sanquin Blood Supply Foundation Sanquin is the Dutch Blood Establishment Sanquin is only organization licensedfor supplying blood in The Netherlands on a not-for-profit basis The hundreds of thousands of voluntary donors who give blood are the heart of the organization Core activity: producing and supplying blood and plasma products for treating patients – safely and efficiently Sanquin has activities in the field of International Blood Safety organized in a Consulting Services department. | 9

  10. Consulting Services: the mission • To support restricted economy countries in developing safe, efficacious and sustainable blood supply systems based on current quality principles. Make knowledge from Sanquin available for other countries on their request

Main focus of Consulting Services • Strengthening blood supply structures: development of safe, effective and sustainable blood supply and transfusion structures at national and regional level. • Strengthening quality management: development and implementation of 'vein to vein' Quality and Quality Management systems in transfusion medicine.

  12. Education and Training • Tailor made training programs in cooperation withSanquin Blood Bank and the AcademicInstitute IDTM foralllevels • Teaching and training activitiescan take place in The Netherlands or abroad

Sanquin and IDTM:Master for Management of Transfusion Medicine The academic Institute for International Development of Transfusion Medicine (IDTM) is a collaboration of the (State) University of Groningen, the University Medical Center Groningen and Sanquin IDTM offers a Master for Management of Transfusion Medicine (MMTM) The MMTM course targets on (potential) leaders of blood supply organizations in countries with restricted economies Resulted from the WHO initiatives to improve health care structures including blood supply organizations in the world Formal NVAO accreditation under the University of Groningen as post initial master course is planned for 2013 To cover the operational cost of the MMTM program for 5-6 students per year the tuition fee is 20.000 euro per student. MMTM course • 19 students entered the program. • As of today 4 have graduated, 8 active in e-learning, 4 about to start • Funding from PEPfAR, Swiss Red Cross, Heath Sciences Authority Singapore. • After start and pilot Accreditation Application is at the University Board • With accreditation progressing the funding of tuition fee for promising students is now the challenge. • Attracting sponsors is the priority for 2013

Conclusions • In EBA countries existing experience in international blood safety is the result of individual network structures as the focus is on Europe. • Sanquin Consulting Services supports and contributes to, knowledge transfer in an international network of formal and informal collaborations • IDTM is a cooperation of University of Groningen, University Medical Centre and Sanquin that offers a MMTM meant for development of leadership • The actual questions: how to get more funding for projects and support of students and how to bring knowledge and experience in the International Blood Safety environment together for benefit of future projects and initiatives. • Or can we move TOWARDS INTERNATIONAL NETWORKS in International Blood Safety?
