Oil By Rail TF • Identify gaps, issues and recommended tools/solutions for fast water crude oil response. Using a gap analysis for responses to a crude oil spill into the Columbia River, the paper should identify solutions to the specific response issues. Topics should include: • Incorporate fast water response manuals and recommendations in Area Plan (literature search) • Look at current equipment • Identify any staging needs • Request rail industry to put their notification process into the area plan • Request Rail industry to put response equipment on WRRL
ESA Section 7 - Emergency Consultation Tools TF • Use Cultural and Historic Preservation Act tool and Region IX tool to develop an ESA emergency consultation tool. This may include checklists, contacts, and process flow diagrams and a flow chart.
In Situ Burn TF • Continue work of (and complete) 2013 ISB TF to develop and implementable ISB Policy using current health standards. • This group will not reconsider the pre-authorization zone.
Group V Oils Response TF • Create a section (response tool pullout) in the NWACP that outlines response techniques tools, tactics and considerations unique to Group 5 oil spills. Compile or draw from existing information.
SCAT Pre-Segmentation • Continue coordination between stakeholder agencies. Hold a one day workshop to discuss and develop draft segmented shoreline process before starting the segmentation.
Public Information Strategy TF (Outreach and JIC Expansion) • Construct an overall strategy to provide the public with the information they need both prior to and in the aftermath of an incident.
Wildlife Rehabilitation TF • Brainstorming Session for Potential locations • Identify criteria for determining locations • A decision Flow chart • Geographic Review • More specific requirements for birds, and which rules apply • A list of real estate and property managers that can be called about facilities • Scoping requirements for marine mammals • Identify team for ground truth for facilities and locations identified. • Incorporate King County list into our list and potentially add for other places that use the process
