  1. Energetic redevelopment of a social housing building Energy Manager Prof Iris Flacco Mr Riccardo De Blasis Abruzzo Region Italy

  2. Abruzzo Region Area: 10.794 Km² Population: 1.330.000 inhabitants

  3. ARAEN The ARAEN, Abruzzo Regional Energy Agency, for the three years of experimental activity, has been created through the European SAVE II project with approval granted by the European Commission with contract nr. ENER/4.1031/A/99-006. It was established with Regional Law n. 6/2005

  4. FIELD OF ACTION Energy Saving: Increase energy efficiency in public and private constructions, services and in the industry Promote the use of energy saving building techniques and materials, both in the public and private sectors. Renewable Energy: Support the regional energy policies relating to the development and use of renewable sources: Biomass, Mini Hydraulics, Thermal Solar Power, Photovoltaic Solar Power, Wind Power

  5. Directive 2002/91/EC Energy performance of buildings Promote the energy efficiency in the buildings and houses with cost-effective techniques keeping into account the local and weather conditions inside and outside the building.

  6. Directive 2002/91/EC The four key points of the Directive are: a common methodology for calculating the integrated energy performance of buildings; minimum standards on the energy performance of new buildings and existing buildings that are subject to major renovation; systems for the energy certification of new and existing buildings and, for public buildings, prominent display of this certification and other relevant information. Certificates must be less than five years old; regular inspection of boilers and central air-conditioning systems in buildings and in addition an assessment of heating installations in which the boilers are more than 15 years old.

  7. In Italy D. Lgs. 192/05, modified by D. Lgs. 311/06 Criteria, conditions and methods to improve the energy performance of the buildings to promote the development, the enhancement and the integration of renewable energy sources. Contribute to limit the CO2 emission as to reach the Kyoto protocol objectives. Promote the competitiveness through the technology development.

  8. D.Lgs. 192/05 D.Lgs. 311/06 Methodology of calculation structural component (walls, type of insulation, type of windows, etc.) plants component (heating, use of renewable sources for energy production, etc.). Energy Performance Certificate

  9. Energy Performance Certificate Energy Performance Certificate presents the energy efficiency of dwellings on a scale of A-G The most efficient homes - which should have the lowest fuel bills - are in band A The certificate uses the same scale to define the impact a home has on the environment Better-rated homes should have less impact through carbon dioxide (CO2) emissions

  10. Agreement protocol between Abruzzo Region and ATER Reduction of energy consumption in social housing buildings in Vasto

  11. Istitutions: Abruzzo Region (Environment and Energy Department and Public Works Department) A.T.E.R.( Local agency for residential houses) ARAEN (Abruzzo Regional Energy Agency) Scientific support: University of Chieti-Pescara, Faculty of Architecture University of L’Aquila, Faculty of Engineering

  12. 113 flats of L’Aquila ATER and surroundings (500 tenants) and 48 flats of Lanciano ATER (200 tenants) The total funding is of 1,5 millions euro 4500 € ARAEN (monitoring and control) 750000 € Public Works Department (structural part) 745500 € Environment and Energy Department (energy part) 30 % reduction of energy demand and CO2 emissions for a total of 150.000 Kg/year Numbers

  13. Municipality: Vasto Use of heating: 166 days (from 1 Nov to 15 Apr) Hours of heating: 1992 h/year Single flat volume: 246.5 m3 Number of flats: 24 Social house in Vasto

  20. Energetic: consumption reduction Environmental: less use of fossil fuels with strong emissions reduction Economic: energy saving leads to economic saving Social: renovation and valorization of the social houses and improvement of the living conditions of the tenants Advantages

  21. Improvement of the structures quality, of the energy efficiency of the existent old building and of the technological components Realization of more efficient plants (solar hot water panels) Use of bioclimatic techniques to improve the thermal efficiency of the building Use of ecologic construction materials General objectives
