What Does Homeless Mean? • An individual who lacks a fixed, regular, and adequate nighttime residence, including children and youth who are: • Sharing housing due to loss of housing or economic hardship. • Living in motels, hotels, trailer parks, or campgrounds due to lack of alternative adequate housing. • Living in emergency or transitional housing. • Abandoned in hospitals. • Awaiting foster care. • Living in cars, parks, public spaces, abandoned buildings, substandard housing or bus or train stations. • Children and youth who have a primary nighttime residence that is public or private place not designed for regular sleeping accommodations. • Migratory children who qualify as homeless because they are living in the circumstances described above.

  3. Causes of Homelessness • Lack of affordable housing • Eviction • Natural disaster • Substance abuse • Divorce • Accidental death of a parent • Low incomes • Physical, mental illness • Fleeing domestic violence • Unemployment, underemployment, seasonal work

  4. Barriers to Education • Physical and mental health • Enrollment • High Mobility • Lack of Transportation • Lack of School Supplies and Clothing • Prejudice/Stereotypes

McKinney-Vento Project SUCCESS • Through Project SUCCESS, the McKinney-Vento Resource Center (MVRC): • Supports students to have equal access to and success with the curriculum • Upgrades procedures for identification of homeless families • Connects homeless families to community support services • Collaborates with outside agencies to provide support for homeless students • Ensures expedient enrollment upon registering for school • Systematically builds awareness of the rights and needs of homeless families • Strengthens parent choice and involvement in the school.

  7. Student Rights: School of Origin • School of Origin • Why? Research tells us that students who switch schools frequently score lower on standardized tests • Mobility also hurts non-mobile students • It takes children 4-6 months to recover academically after changing schools.

  8. Student Rights: Transportation • School districts must provide students experiencing homelessness with transportation to and from their school of origin.

  9. Student Rights: Enrollment • Children and youth have the right to enroll in school immediately, even if they do not have required documents, such as school records, immunization records, proof of residency or birth certificate. • “Enroll” and “enrollment” mean attending classes and participating fully in school activities.
