  1. Dear Ladies and Gentleman,

  2. Russian Federation – is a state with federative structure which consists of 88 equal in rights administrative units including 21 republics, 7 territories, 48 regions, 2 cities of federal subordination (Moscow and St. Petersburg), 1 regional autonomy and 9 autonomous districts.

  3. The Ministry of Health and Social Development of the Russian Federation is responsible for all questions of curative care and preventive measures in Russia . It defines national policy in the field of medicine and public health of the Russian Federation including prevention and control of communicable diseases.

  4. According to the national legislation, development and implementation of the policy in the field of the provision of sanitary and epidemiological well-being of the population of the Russian Federation have been entrusted to the Federal Service for surveillance on consumer's rights protection and human well-being ( Rospotrebnadzor for short).

  5. The federal law of 30 March of 1999 with amendments of 2003 and 2004 established the legal framework of State policy with regard to the provision of sanitary and epidemiological well-being of the population.

  6. The federal law defined various terms in the field of sanitary and epidemiological well-being of the population, it's provision and the powers of the sub-national entities and local administrations.

  7. The Rospotrebnadzor has a vertical structure and presented by territorial management in every territorial level with centralized financing, providing vertical policy coordination between different levels of public health authorities from national to regional and local level. The system of sanitary and epidemiological surveillance in Russia has a long and rather successful history in terms of capacity to detect, notify, verify and report public health emergencies including emergencies of international concern. (PHEIC). It is necessary to add that according to existing regulations every order or resolution of the Federal Service should be considered by Ministry of Justice in order to give them legislative power obligatory for other Ministries and institutions.

  8. The Russian Federation have taken an active part in a number of discussions on development of International Health Regulations. The Ministry of Health and Social Development of the Russian Federation already informed the Secretariat of the World Health Organization that the Federal Service for surveillance on consumers rights protection and human well-being have been recommended as the National Coordinator in Russia on International Health Regulations which were adopted in May 2005.
