  2. Overview The Department of Veterans Affairs (VA) has a goal of 125 days with 98% quality by the end of Fiscal Year 2015 (FY15). In order to accomplish this goal, participation from business partners such as Veteran Service Organizations is critical to submit claims electronically, especially Fully Developed Claims (FDC). In Spring of FY14, Veterans Relationship Management (VRM) will be implementing Digits-to-Digits (D2D) for VSOs that have their own Claims Management Systems (CMS) and adding more functionality to features such as the Stakeholder Enterprise Portal (SEP) and VONAPP Direct Connect (VDC).

  3. Overview, cont… Stakeholder Enterprise Portal (SEP) is a single web-based portal for business partners to access information and assist to prepare and submit claims on behalf of Veterans. It was implemented in February 2014 and currently has approximately 1200 VSO users. Digits-to-Digits (D2D) is similar to SEP as it allows VSOs to submit claims to the VA on behalf of Veterans, but VSOs use their own proprietary software. D2D is essentially a data pipe that connects the VSOs systems to the VA. D2D is scheduled to be implemented in Spring of 2014 with pilot participants and will bring on additional organizations and vendors throughout FY14.

Digit 2 Digits : Release 1 Scope • D2D will accept a Fully Developed Claim (FDC) from the VSOs CMS • Allows submission of claims for Veterans already in the VA corporate system • 21-526ez Compensation Claim and 21-22 Power of Attorney will be received through D2D as computable data • Submission of Fully Developed Claims (FDC) supporting documents as PDF • D2D enables VSOs to submit the following forms as PDF: • 21-686c Declaration of Status of Dependents ( Fillable) • 21-674 Request of approval of School Attendance • 21-0781 Statement in Support of Claims for Service Connection for Post Traumatic Stress Disorder ( Fillable) • 21-0781a Statement in Support of Claims for Service Connection for Post Traumatic Stress Disorder • 21-8940 Veterans Application for Increase Compensation Based on Employability ( Fillable) • 21-4142 Authorization and Consent to Release Information to VA ( Fillable) • 21-2680 House bound Status or Permanent Need for Permanent Aid & Attendant ( Fillable) • 21-4502 Application for Automobile or other Conveyance and Adaptive Equipment • 21-530 Application for Burial Benefits ( Fillable) • VA 21-534 DIC Death Pension and Accrued Benefits by Surviving Spouse or Child ( Fillable) • Notifications are delivered to the Veteran when VA receives Fully Developed Claims (FDC) and supporting documents

Release 1 Scenarios • VSO creates a claim within their own CMS • Submit a Fully Developed Claim (FDC) on behalf of Veteran • Submit claims successfully for Veterans that exist in the VA database • Organization that does not have POA : First submit the 21-22, wait for confirmation of VA’s receipt, then submit the 526ez and supporting documentation • Organization with POA: submit 526ez • Submit claim with required documents and receive message confirmation • VSO submits FDC and supporting documents on behalf of Veteran, receives confirmation of VA’s receipt

Digits 2 Digits: Release 2 Scope • The ability for County VSO (CVSO) to submit a claim within D2D so a National VSO (NVSO) can review, finalize, and submit - with or without POA. • Notification system for the NVSOs to be notified when there is something to review within D2D. • The ability for the CVSO to submit the 526EZ without the 21-22and the system notifies RO of 526EZ without 21-22 (electronic receipt). • Expands the file limit for uploaded documents. • Submit all forms as computable data.

VBA Goals • Since February 2013, over 1,200 VSOs have registered with SEP • By the end of FY14, the goal is to have over 2,000 registered VSOs • Since the 526ez went electronic, more than # of claims have been submitted electronically • Goal by FY14 2,000 claims is to have 2,000+ claims per week • By the end of FY14, as D2D goes live, it is projected that more than 1,000 claims per week will be submitted
