  3. Preparation of Work Programmes • Annual process • Following consultation and expert advice: • Advisory Groups • European Technology Platforms • Open consultations • Workshops, expert meetings, etc • Consultation with other Commission directorate generals • Subject to opinion by Programme Committees (Member State representatives) EUROPEAN COMMISSION – DG Research – 2007

  4. Work Programme Structure • The Cooperation Specific Programme constitutes the legal base • New for FP7: Annual Work Programmes • Nomenclature: • Theme (Energy) • Activity (correspond to the nine bullet points of the SP) • Area (intended to be stable throughout FP7, but with flexibility) • Topic (subjects open for proposals in the calls only in the year in question – change each year)  Focus only on calls to be published in the coming year EUROPEAN COMMISSION – DG Research – 2007

  5. Energy Theme Hydrogen and fuel cells CO2 capture and storage technologies for zero emission power generation Renewable electricity generation Clean coal technologies Renewable fuel production Smart energy networks Renewables for heating and cooling Energy savings and energy efficiency Knowledge for energy policy making EUROPEAN COMMISSION – DG Research – 2007

  6. FP7 Funding Schemes • Collaborative Projects (small to medium / large / targeted to specific groups) • Networks of Excellence • Coordination and Support Actions • Support for Frontier Research (ERC) • Research for the Benefit of Specific Groups • Support for Training and Career Development of Researchers (Marie Curie) • Joint Technology Initiatives • Joint implementation of national research programmes (Article 169) EUROPEAN COMMISSION – DG Research – 2007

  7. Calls for Proposals • Announced in the OJ (cf FP6) • Call ‘fiches’ published on CORDIS • Set out details of: • Call budget, opening and closing dates • Topics and funding schemes • Eligibility and evaluation criteria (and any deviation from the norms) • Indicative evaluation and contractual timetable EUROPEAN COMMISSION – DG Research – 2007

  8. The criteria • Criteria adapted to each funding scheme • specified in the work programme • Divided into three main criteria: • S&T Quality (relevant to the topic of the call) • Concept, objective, work-plan • Implementation • Individual participants and consortium as a whole • Allocation of resources • Impact • Contribution to expected impacts listed in work programme • Plans for dissemination/exploitation New for FP7 EUROPEAN COMMISSION – DG Research – 2007

  11. FP7 First Calls EUROPEAN COMMISSION – DG Research – 2007 11

  12. International Co-operationConcrete opportunities2007 energy programme – 1st Call European Commission Research DG Gilles, Lequeux Tel: +32/2/299.23.67 Gilles.lequeux@ec.europa.eu

  13. Aim of International Cooperation in EU RTD: Support European competitiveness through strategic partnerships with third countries in selected fields of science and technology Address specific problems that third countries face or that have a global character, on the basis of mutual interest and mutual benefit Use S&T cooperation to reinforce the Community’s external relations and other EU relevant policies International Cooperation in FP 7

  14. Global nature of the energy challenges, threats and opportunities Sustainable development of energy systems Security of energy supplyandClimate Change International Cooperation dimension is an increasing important element of the energy research policy International Cooperation in the FP7 Energy theme

  15. Third Countries Industrialised countries (US, Japan, Canada, Australia, New Zealand, Korea) Associated countries International Cooperation Partner Countries (ICPC) Mediterranean partner Countries, Western Balkans, Eastern European and Central Asian countries (inc. Russia) ACP, ASIA, Latin America Emerging economies (e.g. China, India, Brazil, Russia, South Africa, Mexico) International Cooperation in FP 7

  16. Reinforcement of the International co-operation as an integrated part of the energy thematic area 2 Mechanisms for implementation of international cooperation Opening of all activities and topics to international cooperation. Specific International Cooperation Actions (SICA) International cooperation FP7 ’Energy’ Work programme

  17. “Opening” of all activities to International Cooperation To build S&T partnerships based on mutual interest To contribute to Europe’s competitiveness To contribute to implementing other EU policies and international commitments International cooperation FP7 ’Energy’ Work programme

  18. “Opening” of all activities to Cooperation with Russia Opening: all topics are open to the participation of applicants from Russia Opening +: topics for which the participation of Russia or regions is explicitly encouraged or recommended Applicants from ICPC such as Russian organisations may be funded in general The Russian partner is in addition to the legal minimum consortium of 3 legal entities MS/AC for collaborative projects or of 1 legal entities MS/AC for CSA EU - Russia cooperation FP7 ’Energy’ Work programme 1st Call

  19. “Opening +”: A special attention paid to…. S&T cooperation agreement (inc. Energy) with Russia EU and Russia are engaged in bi-lateral or multi-lateral strategic dialogues, partnerships or agreement on Energy RTD Russia is a targeted ICPC, presenting a clear strategic and/or S&T interest for energy (set up of an EU – Russia WG on energy research) IPHE, CSLF EU – Russia Cooperation FP7 ’Energy’ Work programme 1st Call

  20. EU - Russia cooperation FP7 ’Energy’ Work programme 1st Call “Opening +”

  21. Specific International Cooperation Actions (SICA) Topics especially designed and devoted to the international cooperation with targeted ICPC Address problems, on the basis of mutual benefit, of shared interest and importance e.g. the environment consequences of energy policies, energy supply inter-dependency, technology transfer and capacity building International cooperation FP7 ’Energy’ Work programme 1st Call

  22. Specific International Cooperation Actions (SICA) Priorities for activities are identified through dialogues with targeted ICPC and based on mutual interest and benefit CP: at least 4 legal entities: 2 MS/AC + 2 ICPC (For Russia: region for which the minimum participation of 2 “oblast” or provinces does also apply) CSA: minimum 1 MC/AC + …according WP Indicative allocated budget of 5 M€ (in competition with other proposals) International cooperation FP7 ’Energy’ Work programme 1st Call

  23. Specific International Cooperation Actions (SICA) Four SICAs in 1st Call, only one for which Russia may be interested to participate Developping/neigbourghing countries: Energy technology transfer (CP) Goal: develop model/strategy to assess how better exploit the results from energy research and their take off in developping/neighbourhing countries (CDM, JIM, EU poverty eradication) International cooperation FP7 ’Energy’ Work programme 1st Call
