  1. Redesign of the WDO Datacall Rick Findlay Waste Diversion Ontario MWA Spring Workshop May 2013

  2. MWA Spring Workshop May 2013 What is the Datacall? WDO annually collects municipal waste data: Tonnage Data: Blue Box Organics Financial Data: Blue Box only Best Practice Questions WDO uses submitted data to calculate Municipal Blue Box Funding and Diversion Rates

  3. MWA Spring Workshop May 2013 Why Redesign the Datacall? The Datacall is 11 years old. Although the input form is updated annually, the system is mostly unchanged since 2006. Complaints and suggestions for improvement. Takes too much time to input the data Uses up too many resources, especially for smaller municipalities Too much data required Server errors & system is slow Other areas of diversion are not being included

  4. MWA Spring Workshop May 2013 Objectives for a Reworked Datacall More accurate financial and tonnage data Faster and easier reporting for municipalities Reduced risk of redundant reporting Ensure historical data is accessible and comparable More useful data analysis for stakeholders

  5. MWA Spring Workshop May 2013 Potential Improvement Areas Pre-populate fields Smart field entry/automatic checks Interface or transfer of data from other municipal systems, e.g., Financial Information Reporting (FIR) Improved methods of cost allocations Clear guidance /training material Ability to generate more useful reports & analysis

  6. MWA Spring Workshop May 2013 Process / Progress WDO, working with AMO & Stewardship Ontario, invited several firms to bid on the RFP. Firm should be selected by end of May. Consultants will develop Datacall recommendations to submit to WDO by end of summer WDO will continue to provide opportunities for municipalities to make suggestions for improvements Recommended changes to be reviewed by MIPC New Datacall system to be redesigned & tested for 2013 Datacall implementation (February 1, 2014)

  7. MWA Spring Workshop May 2013 Input We Have Received So Far Datacall auditors Need clear training materials Better guidance for calculating non-residential and non-Blue Box deductions AMO municipal consultations Compatibility is an issue with current system Some interest in using Financial Information Reports Directly from municipalities Pre-populated fields Less redundancy Streamlined tonnage data entry From Stewardship Ontario Improved accuracy More frequent reporting, e.g., quarterly
