National DRR policy, strategy and implementation plan, with clear vision, priorities, planning, priorities targets and benchmarks. Local government DRR policies, strategies and implementation plans in place. Official (national and local) policy and strategy of support to CBDRM. Local-level official understanding of and support for community vision. • Policy, planning, priorities and political commitment. • Legal and regulatory systems • Integration with development policies and planning • Integration with emergency response and recovery • Institutional mechanisms, capacities and structures; allocation of responsibilities • Partnerships , Accountability and community participation

Risk Assessment Components Characteristics Community hazard/risk assessments carried out which provide comprehensive picture of all major hazards and risks facing community (and potential risks). Hazards/risk data l Hazard/risk assessment is participatory process including representatives of all and assessment sections of community and sources of expertise. Assessment findings shared, discussed, understood and agreed among all stakeholders, and feed into community disaster planning. Findings made available to all interested parties (within and outside community, locally and at higher levels) and feed into their disaster planning. Ongoing monitoring of hazards and risks and updating of assessments. Skills and capacity to carry out community hazard and risk assessments maintained through support and training. • Hazards/risk data and assessment • Vulnerability and impact data and assessment • Scientific and technical capacities and innovation

Knowledge & Education Components Characteristics Information on risk, vulnerability, DM practices etc shared among those at risk Community disaster plans publicly available and widely understood All sections of community know about facilities/ services/ skills available before, during and after an emergency and know-how to access these Maximum deployment of indigenous, traditional, informal communication channels Possession of appropriate technical and organizational knowledge and skills for DRR and response action at local level (including coping strategies, livelihood strategies) Public trained on safe construction and retrofitting practices to protect housing and property • Public awareness, knowledge and skills • Information management and sharing • Education and training • Cultures, attitudes, motivation • Learning and research
