Georgia District Review Protocol (GDRP) Overview - Collaborative Assessment for Improved Student Achievement

The Georgia District Review Protocol (GDRP) is a collaborative process between districts and the GADOE to improve student achievement. It examines data, needs, improvement plans, and aligns district goals. The GDRP provides comprehensive data analysis, external perspective, and support for effective improvement plans.

  3. Georgia District Review Protocol (GDRP) Overview Purpose: To determine areas of focus and support for a district to improve student achievement Goal: Impact student learning by collaborating with a district to improve student achievement

  4. Georgia District Review Protocol (GDRP) Overview Hallmarks: • Aligned with 5 systems and 22 structures of GSCI framework. • Examines a district’s: -Data -Priority needs -CNA -Root cause analysis -Improvement plan -Improvement goals -Strategic plan -Action steps

Georgia District Review Protocol (GDRP) Overview • Hallmarks: • Collaborative process between the district and GADOE that outlines target areas, next steps, and support. • Examines use of evidence-based interventions and practices • Provides detailed information for district on its progress toward full implementation of GSCI

Georgia District Review Protocol (GDRP) Overview • Intended Audience: • Any district with identified Tier III Comprehensive Support and Improvement schools • Any district requesting a review as a Tier I or Tier II intervention, dependent upon GaDOE capacity • Process was written so that districts could implement the review independently

Data reviewed: • SLDS • CCRPI indicators • GMAS • Retention Rates • College Career Readiness Data • Attendance • Graduation Rates • AdvancED report • Surveys of parents, students, staff, school board • Superintendent interview Stage I- Data Analysis • This stage collects and analyzes district data. Stage II- Determining Priority Data Results of data analysis protocol are prioritized to reflect critical, high priority needs. Stage III- Reviewing and Aligning Comprehensive Needs Assessment Compare identified needs with district identified needs and root causes Flowchart of the 5 Stages • Follow up interviews as necessary • Requests for additional data as necessary Stage IV- Reviewing and Aligning District Strategic/Improvement Plan(s) Analyze district goals and action steps Done in collaboration with district to have an end product that details how SDE will support district in the implementation of its strategic/ improvement plan(s) Stage V- Determination of Support Collaborative determination of GaDOE support for district goals and action steps

Georgia District Review Protocol (GDRP) Overview • Components: • Data analysis using new data platform in SLDS • Surveys of parents, students, instructional staff, district staff and BOE • Interviews with Superintendent and Assistant Superintendents (or district equivalent) • Tools and rubrics developed specifically to examine priority needs, root causes, improvement goals and action steps

Georgia District Review Protocol (GDRP) Overview • End Result: • External perspective on the impact of a district’s processes on student achievement • Comprehensive data analysis provided to the district • Support for districts in developing and implementing effective improvement plans • Plan of support between the CSI district and SDE for district’s improvement work

Georgia District Review Protocol (GDRP) Overview • Vetting Process: • Every component of the process was vetted by various stakeholders at different stages of the development of the review (superintendents, RESA personnel, GaDOE staff, district staff, principals) • Currently being field-tested in various districts of different sizes and needs around the state

  11. Georgia District Review Protocol (GDRP) Overview • Roll Out: • Field-testing and revisions continue throughout the fall of 2018 • Full implementation and publication of process in January of 2019

  13. Georgia School Assessment of Performance on Systems (GSAPS) Overview • Purpose: • To determine the progress of a school’s improvement work as framed within GSCI in order to guide the school’s improvement plan

Georgia School Assessment of Performance on Systems (GSAPS) Overview • Intended Audience: • Any school identified as a Tier III Comprehensive Support and Improvement school • Any school requesting a review as a Tier I or II intervention, dependent upon GaDOE capacity • Process was written so that schools can implement the review independently

Georgia School Assessment of Performance on Systems (GSAPS) Overview • Components: • Data analysis • Surveys of parents, students and instructional staff • Interviews with principals, teachers, leadership teams and assistant principals • Classroom observations • Tools and rubrics developed specifically to examine the impact of a school’s processes that influence student achievement

  16. Georgia School Assessment of Performance on Systems (GSAPS) Overview • Current Status: • GSAPS was revised to align with GSCI in the spring of 2018 • GSCI-aligned process has been implemented in 14 schools, with at least 3 more scheduled before the end of the year
