I. By Elected Officials statutes : laws NC General Assembly passes Ordinances :laws passed by municipalities (county or municipal) Referendum :way for citizens to approve or reject a state or local law
By the people • Initiatives: way citizens propose new laws or state constitutional amendments • Indirect: measure is first brought to legislature to be passed into law, then put to a popular vote if not enacted by legislature • Direct: put to a popular vote directly after being submitted by petition • Proposition:if citizens want a new law they must gather signatures of registered voters on a petition • Enough signatures the proposed law is put on the ballot in the next general election • Recall: voters can remove an elected official from office through a direct vote before his or her term has ended
