Proposed Program Guidance Letter (PGL) 07-02

Proposed PGL 07-02 has 7 Program Changes:

  • ARFF Equipment Stored Off-airport

  • ARFF Vehicle Strut Replacement

  • Miscellaneous Safety, Security and ARFF Vehicles

  • Emergency Generators

  • Enhanced Taxiway Centerline Markings

  • Approach Lighting Systems for LPV approaches

  • Snow and Ice Control Equipment

ARFF Equipment Stored Off-airport:

Past Practice: Traditionally, FAA objects to off-airport storage of AIP funded ARFF equip.

New Practice: Recognize needs of smaller airports, therefore allowable with conditions.

ARFF Equipment Stored Off-airport (con’t):

  • Must be a means to assure vehicles will be available at necessary time to meet Part 139.

  • Must be assurance that vehicle will not be used for local community needs.

  • Sponsor must demonstrate to FAA satisfaction that off-airport storage is more beneficial to airport than on-airport.

ARFF Equipment Stored Off-airport (con’t):

Regions/ADOs, at their option, may approve off- airport storage if they sign agreement with sponsor and local gov’t entity that:

  • Restricts vehicle use to airport purposes,

  • Notes that use for non-airport purposes may result in requirement to repay grant funds,

  • Develops provisions to document vehicle use.

ARFF Equipment Stored Off-airport (con’t):

  • Regions/ADOs should encourage (but not require) that training and “familiarization” runs be conducted on-airport to enhance ARFF training.

    Lastly: When the Regions/ADOs have an agreement for off-airport ARFF storage, they must conduct periodic audit of the vehicle use.

ARFF Vehicle Strut Replacement

Strut replacement is considered rehabilitation (as opposed to maintenance) and therefore eligible for AIP/PFC funding.

Applies to vehicles purchased before enhanced strut requirements were issued in A/C 150-5220-10C, issued in 2002.

Misc. Safety, Security and ARFF Vehicles

Background: Sponsors have requested AIP funds for ATVs, SUVs, other ARFF/Security equipment beyond required by regulation.

Eligibility test is whether an item of equipment is needed to meet unique safety need at a particular airport.

Misc. Safety, Security and ARFF Vehicles (cont)

Paragraph 542 of AIP Handbook discusses eligibility and required TSA coordination.

Guidelines:

  • Safety and Security equipment required by Part 139, or contained in an emergency plan approved by FAA under Part 139 (or Part 1542 for security) is unquestionably AIP/PFC eligible.

Misc. Safety, Security and ARFF Vehicles (cont)

Guidelines:

  • Commercially available passenger vehicles, trucks, ATVs, tractors, etc. are generally ineligible unless the equipment fills a unique safety or security need.

  • Requests for eligibility determination for such equipment/vehicles must be sent to the ADO for coordination with/and concurrence from FAA HQ. FAA HQ will coordinate with TSA on the unique need and appropriate performance specification.

Emergency Generators

Background: Following recent hurricanes, FAA received inquiries about AIP funding of generators for non-primary airports.

AIP Handbook, Para 538a: only a single source of power is eligible unless loss of service imposes major impact, reduces safety or causes significant delays to airport users.

AIP Handbook allows fixed generators for airfield lighting for condition above.

Emergency Generators (cont)

AIP eligibility limited to fixed generators (not portable), sized to the minimum capacity as discussed in Para 538.

Generally, for non-primary airports, a generator is eligible if it is fixed, permanently configured and sized for airfield lighting and non-FAA navaids.

Emergency Generators (cont)

AIP funds may not be used for emergency storage of equipment and supplies for catastrophe relief.

AIP may not be used to funds portable generators or other equipment (such as portable light plants) that functions essentially as a generator.

Enhanced Taxiway Centerline Markings

A/C 150-5340-1J requires enhanced taxiway centerline markings for aircraft approach hold positions.

Markings required by June 30, 2008, for all airports with more than 1.5 million enplanements (about 72 airports).

Other primary airports are not required to install enhanced markings, but may do so.

Enhanced Taxiway Centerline Markings (cont)

If an airport installs enhanced markings, it must be on all taxiways leading up to hold positions….not partial areas.

The cost of installing enhanced taxiway markings contributes to safety and is AIP/PFC eligible.

Approach Lighting Systems (ALS) on Runways with LPV Approach

Guidelines: A Region/ADO should not program ALS for LPV approaches unless:

  • The airport has over 1000 documented qualified instrument approaches on the LPV runway, and

  • the project passes the BCA, including all costs of ALS equipment, installation and maintenance.

If an airport meets the basic 1000 inst. operations and is considering a BCA, contact the ADO for guidance.

The BCA process will generally follow format for ILS (APS-1 criteria, FAA Order 7031.2C).

Costs will be balanced against economic benefit of the incremental reduction in minimums.

If an airport wants to install an ALS without taking visibility minimum credit, there is no measurable improvement and therefore not AIP eligible.

Snow and Ice Control Equipment

Background: AIP Handbook Para 543 discusses eligibility.

Guidelines:

  • Airport must have FAA accepted Snow and Ice Control Plan, prepared in accordance with FAA A/C 150-5200-30.

  • Only equipment necessary to clear Priority 1 area is eligible for AIP.

  • GA airports usually do not have time constraints for reopening runways. In these cases, eligibility is limited to a single snowplow unless volume of traffic or other extraordinary circumstance exists.

  • If a high volume GA airports can prepare a Snow and Ice Control Plan to clarify AIP eligibility and minimum needs.

  • The Regions/ADOs must confirm construction equipment (such as backhoes, loaders) meets unique need.

  • 4-wheel drive passenger vehicles or tractors equipped with blades are not eligible without specific approval of FAA/Headquarters.

Snow and Ice Control Equipment (cont)

7. AIP-funded equipment must remain on-airport and may not be used off-season for other purposes. (AIP funds cannot be used for routine airport maintenance, therefore, snow equipment cannot be used for this purpose.)

8. Equipment buildings sized to house eligible snow and ice control equipment are eligible in accordance with AIP Handbook Para 543.

Incorporation of FAA Order 6480.4 for Airport Traffic Control Tower (ATCT) Projects

Background: FAA Order 6480.4, Airport Traffic Control Tower Siting Process was recently signed. The changes involve Airports organization.

The Order applies to all new ATCT or replacement projects, whether FAA-built or through other funding mechanism including AIP.

Incorporation of FAA Order 6480.4 for Airport Traffic Control Tower (ATCT) Projects (cont)

  • New ATCTs, regardless of funding source (FAA, AIP, local funds or any combination), must us the Airport Facilities Integration Laboratory (AFTIL) in the FAA William J. Hughes Technical Center in Atlantic City.

  • This includes new ATCTs, replacements, new cabs on existing buildings, federal contract tower program, the works!

Unfortunately, the service is not free. Sponsors must enter into a reimbursable agreement with the FAA Tech Center for the modeling.

The Order is not available on the FAA public website yet, but is on Q:National/FAA Orders drive. (Ask your FAA office for a copy)
