This session evaluates the effectiveness of targeted interventions managed by community-based organizations (CBOs) compared to those managed by NGOs in India. The study assesses the health of TIs, identifies weak areas, and implements corrective measures. Performance assessments are conducted quarterly using the Balance Score Card System with critical indicators for different target groups. The session presents data on the grading of CBO- and NGO-led TIs based on ten rounds of assessment between 2009-2012, highlighting the roles and resources involved in each. The challenges of scaling up interventions and the importance of CBO leadership and community involvement are discussed.

Performance Assessment (PA) of TIs • To understand the health of the TIs, diagnose weak areas and take corrective actions • PA is done quarterly using a tool called Balance Score Card System • Tool consists of 14 critical indicators for FSW and MSM TIs and 18 critical indicators for IDU TIs. • TIs are graded in 5 categories • Ten rounds of PA completed between 2009-2012
