The Challenge • The development of the Rural Water & Sanitation Sector has to go hand in hand with human capacity building, but …. • national educational institutions do not reflect the demand of rural areas and poor communities in terms of training and applied research • donor funded capacity building follows isolated project approach and training of individuals • Consequently, the capacity gap in the water sector persists, particularly in rural areas

The idea of “Sector Education” • Moving from …… • training of individuals to ….. • strengthening capacity building institutions • a coherent sector education concept comprises : • defining expressed training demand by all stakeholder groups and normative demand by legal setting, standards etc. • coordination of potential training providers • developing a sector dialogue integrating all groups and interests • creation of a set of training options to meet all defined needs on all levels using existing training institutions including practitioners • creating feed back loops between training institutions and practice

  4. Tasks and strategic principles • Strategic principles to put the sector education into practice: • development of a strong institutional set up in the water sector • full involvement of existing, namely local institutions and organisations instead of creating new ones • the local demand defines the topics and the actors to be trained • the potential of training institution outlines who could implement the given task • Use local research potential to perceive and solve local problems • …. switch from single, isolated and un-coordinated training measures to integrated courses and curricula including official, accepted certificates

Development of the model • Origin of the idea is the result of an evaluation of the ADA funded rural water and sanitation program in Sofala province • ADA developed the locally defined demand step by step in full participation with all local and national stakeholders • the planned “sectoral education” approach is embedded in the national and local education and watsan sectors • Water Ministry asks for scale up of the model from local to national level
