This initiative will: • Enhance Tribal Administrator/Tribal Council/Tribal Project Manager understanding of how to administer a federal grant. • Improve compliance with documentation requirements • Increase cost accounting knowledge. • Develop Tribal-specific grants management curricula. • Create partnerships between Tribes and Tribal colleges/universities. • Result in more Tribal grant administrators. • Help to ensure improved protection of human health and the environment in Indian Country.

Project Goals For Tribes & Tribal Consortia: • Provide training & limited technical assistance: • To assist in the proper management of EPA funds through assistance awards. • Regarding OSBP’s new requirements of the DBE rule, to help ensure the rule is effectively implemented in Indian country after the 3-year phase-in period. • Provide ongoing training & support by establishing Tribal College Centers, to be self-sufficient by project end. • Provide a trained National PETE technical team to deliver the training throughout the United States, Trust Territories and Insular Areas.

OSBP Initiative • Disadvantaged Business Enterprise Rule (DBE Rule): • Designed to help ensure small, minority & women-owned businesses are given the opportunity to benefit from and participate in EPA grants. • National Dissemination of the DBE Rule, to assist in 3-year phase-in period. • Two discrete training programs: • 30-60 minutes • 1-3 hours • Tribal, Trust Territories, and Insular Area Communities will receive training, development, & outreach services regarding the new DBE Rule. • Face-to-Face Training • Webinars
