BSF: transforming learning and teaching environments • All ofEngland’s 3500 secondary schools to ‘21st Century standards’ • Strategic capital investment programme with 15-20 year timeline • Approx £2.5 - £3 billion per year • Funding allocation / spend approx 50% New Build, 35% Major refurbishment, 15% Minor works • ICT = 10% of the budget • Enabling maximum impact on educational achievement

The BSF Process • Readiness to Deliver • ‘Wave’ Launch • Remit Meeting (Memorandum of Understanding) • ‘Kick-Off’ Meeting (PE and Sport identified as a key area) • Strategy for Change (SfC) part 1 (8 weeks) • SfC part 2 (20 weeks) • Outline Business Case (OBC) (22 weeks) • Prepare to procure (14 months from commencing programme) • Financial Close (30 months from commencing the programme) • Construction phase

SCHOOL CLUB LINKS DATA STRATEGIC KNOWLEDGE OF SSP/SSC EVIDENCE OF PSA TARGET AROUND HIGH QUALITY PE EVIDENCE OF IMPACT OF SPECIALISM ON WHOLE SCHOOL IMPROVEMENT LINKS TO EXISTING PRIMARY SCHOOLS AND TRANSITION DATA PHYSICAL EDUCATION PROFESSION INFO. Added value from PE & Community Sport • Local Authorities – needs analysis for leisure provision, Playing Pitch Strategies, facility strategies. • Consultation – School, Community, Local Clubs, End Users • NGB Whole Sport Plans, including facility strategies • Sport England tools available: • Active People (www.activepeoplesurvey.com) • Active Places (www.activeplaces.com) • Sports Facility Calculator • Also: • Early engagement re: planning issues; design expertise/support • Case studies / support re: Operational management and funding guidance • SSP – Play Strategy, PESSCL data, high-quality PE

Challenges for local authorities • Early engagement • Knowledge/input from all possible stakeholders • Gathering the evidence, establishing the need • Capacity • Strategic visioning - thinking transformation • Meeting strict timelines • Joining up agenda’s – Extended Schools, Play, Health… • Joining-up funding, NGB, Lottery, 14-19, LSC Capital Programme, etc.

  16. There is a need to think through the challenges faced, the strategic needs, and then together identify the facilities or other interventions required..…

Summary • BSF is a 15-year Strategic National Investment programme • Enabling maximum impact on educational transformation • Transforming education and delivering 21st Century standards in secondary schools across England • The PE and Sport sector has an unique opportunity to influence the provision of facilities, and to address some of the key challenges / Government targets the sector faces • The BSF PE and Sport Stakeholder Group is now recognised as the vehicle through which the sector will coordinate, collaborate and contribute to maximise this opportunity.
