Measurement Issues • Difficult to include resources with no market value e.g. clean air, wildlife. • Corporations do not know what to set as standard benchmarks to assure the government and stakeholders. • OECD countries have adopted different types of frameworks • There are numerous environmental variables where the externalities are not linear.
